(CTT-Đong Nai) – On June 22nd 2023, the Vietnam-Russia Friendship Association held the Second Congress, 2023 – 2028 term. Attending the Congress were Mr. Dang Manh Trung, Director General and Head of the Southern Standing Office, Central Committee’s Publicity and Education Commission, and 1st President of the Vietnam-Russia Friendship Association of Dong Nai province; Mr. Pham Thu, Vice Central President of the Vietnam-Russia Friendship Association; and the Association’s branches in Long An and Binh Duong provinces.

As for Dong Nai province, Mr. Nguyen Son Hung, Vice Chairman of Provincial People's Committee, represented the province's departments, offices, leaders of other Friendship Associations and 80 official delegates who are members of the Vietnam-Russia Friendship Association of Dong Nai province.

At the congress, Mr. Pham Xuan Ha, Commissioner of the Provincial Party Standing Committee, Head of the Provincial Propaganda and Training Commission was elected to hold the position of Dong Nai province's President of the 2nd Vietnam-Russia Friendship Association, 2023-2028 term.

Mr. Nguyen Son Hung, Vice Chairman of Provincial People's Committee, congratulated on the success of the congress, and acknowledged the results which the Association had achieved during its previous term, in which the Executive Board and the Association President played an important role. Additionally, the Provincial People's Committee's Vice Chairman hoped that during the 2023-2028 term, with the new and energetic Executive Board under the guidance of the newly appointed Association President, the Board will successfully complete any given tasks, actively contribute to the foreign affairs activities in the province.
The provincial People's Committee will continue to support, and offer the best opportunities for the Association's activities; at the same time carefully direct departments, offices and local administrations on every level to cooperate, and giving support so that the Association can perform any given task successfully.

Dong Nai province's Vietnam-Russia Friendship Association was officially found in April 2016, according to the wish of Dong Nai residents who had studied, worked, and formed a special bond with Russia. After 7 years of operation, the Association has always been strengthened and expanded, becoming a link between the people of Dong Nai province, the people of Russia, the Russian Federation's Consulate General in Ho Chi Minh city, each and every Russian enterprise who are operating in Dong Nai. Currently, the Association has 3 affiliated branches, with a total of 120 members.

The diplomatic relation between Vietnam and the Russian Federation (formerly as the Soviet Union) was establish on January 30th, 1950. Over the past 73 years, this relation has always been secured and strengthened. The traditional friendship between two countries was maintained and reached a new height in 2001, when two countries became strategic partners.
In Dong Nai province, Tri An Hydroelectric Power Plant (Vinh Cuu district) is the historical proof for the friendship between Vietnam and Russia, as it was built with the financial and technological aid from the Soviet Union. The construction began in 1984 and finished in 1991.
Speaking at the Congress opening, Mr. Pham Xuan Ha – New President of the Association, said that the Executive Board, with a creative, responsible and solidarity spirit, will maintain its place as a link to promote the cooperate relationship between Dong Nai province and Russian Federation.
