Phan Thiet – Dau Giay highway construction to start soon

​The Phan Thiet - Dau Giay route was evaluated as an important part of the North-South Highway, It has been under preparation for 10 years and is in the ground preparation phase.
 
Recently, on March 9th afternoon, after the field survey, Deputy Minister of Transport - Nguyen Ngoc Dong had a meeting with the provincial People's Committee to prepare for the starting the project in 2019.


​10 years of preparation
According to the representative of the CTCP Transportation Design Consultancy Company (TEDI), Phan Thiet - Dau Giay highway project (formerly Dau Giay - Phan Thiet) started in 2008. Under the auspices of the World Bank (WB) in the form of Public - Private Partnership (PPP). By 2014, consultants and other stakeholders completed the alignment and completed site demarcation for area clearance with the project scale of 4 driving lanes with the total length of 101km (98km of main road). At the same time, Dong Nai has actively prepared and basically completed the clearance dossier waiting for the implementation decision. However, due to many factors, there are difficulties in attracting investors for the project.
 
In order to realize the goal of constructing the North-South highway, the National Assembly has decided to invest in the construction of some sections of the eastern North-South highway term 2017 - 2020, including Phan Thiet - Dau Giay section with 6 lanes. Thus, the project must adjust the area of land acquisition to ensure the ground for 6 lanes as requested by the National Assembly.

Highway No. through Long Khanh - Xuan Loc is overloaded and the investment in the Phan Thiet - Dau Giay highway is urgent.
 
Mr. Nguyen Xuan Lam, Deputy General Director of Thang Long PMU, who was assigned as project owner, said that from 2014, after the investment policy, the site clearance for 4 lanes has been completed and the locality has basically implemented this work. However, due to the changing of size of the project to 6 lanes, Thang Long PMU worked with localities to announce the changes in clearance areas, re-negotiation on material mines, landfill of the project and work exchange next time.
 
Evaluating this project as an important component of the North-South highway, Deputy Minister of Transportation Nguyen Ngoc Dong said that the Phan Thiet - Dau Giay highway had been thoroughly researched and was highly feasible. This is one of the priority paragraphs to be kicked off due to the undertaking 10 years ago from the Ministry of Transport. "The purpose of the Ministry of Transport is in May 2018, the project investment shall be approved and in 2019, the construction shall be started. Therefore, site clearance should be completed soon, "said Deputy Minister of Transportation Nguyen Ngoc Dong.
 
"Provincial People's Committee assigned Department of Transport in coordination with investors and localities to review the design of underground tunnel system, road junction scale of the intersection with National Highway, Provincial Highway in the project. Giving specific assessments to study the design of synchronous interchanges, especially with Long Thanh International Airport, avoiding the emergence of restrictions which exist in the Ho Chi Minh - Long Thanh - Dau Giay highway," Vice Chairman of the provincial People's Committee Tran Van Vinh requested.
 
An urgent matter
 
Agreeing with Deputy Minister of Transport, Mr. Nguyen Ngoc Dong, Vice Chairman of the Provincial People's Committee Tran Van Vinh said that the issues related to surveying, measurement and demolition site clearance for the 6 lanes remodification must be completed in April so in May 2018, the province can complete the file to submitt to the provincial People's Council at the mid-year session on land use plans. "The remaining time is very urgent, if there is not enough effort made to submit the project file to the provincial People's Council in time, land use plan for 2019 will not be approved and at that time no money can help conducting the site clearance", Vice Chairman of the Provincial People's Committee noted.
 
Regarding this issue, Thang Long PMU said that they would cooperate with the consultant unit, Department of Transportation and related agencies: Thong Nhat, Long Khanh, Cam My and Xuan Lo to survey and report this March. TEDI consultant unit has completed the survey of topography, geology, material mines and waste disposal sites. At present, TEDI is finalizing the feasibility study report which is expected to be submitted to the Ministry of Transport in early April 2018.
 
"In May, the feasibility report for Phan Thiet - Dau Giay and Vinh Hao - Phan Thiet highway projects will be basically completed to implement the next steps. The consulting units and Thang Long PMU should and closely coordinate with the localities in site clearance, survey and assessment of reserves and quality of material mines to be ready for project execution. " Deputy Minister Nguyen Ngoc Dong directed.
 
According to the design, the Phan Thiet - Dau Giay highway connect Highway No. 1 (Ba Bau, Binh Thuan), with Ho Chi Minh - Long Thanh - Dau Giay highway in Thong Nhat district. The length of the project is 98.7 km, of which 51km is through Dong Nai province. The highway is class A with the driving speed of 120km/hour and 6 lanes, the first 4 lanes will be constructed in phase 1. The project has a total investment of 19 trillion VND, of which 1.5 trillion VND is planned for clearance and 861 billion VND for clearance in Dong Nai province only.
