Currently, the province is restructuring its economy, aiming for green and sustainable production, so the requirement is to ensure the task of environmental protection in general, and in industrial parks in particular.
There are still many limitations that need to be overcome
According to the Dong Nai Industrial Zones Authority, up to now, out of 33 established industrial parks, 31 have attracted investment projects and have come into operation, basically completing the construction of centralized wastewater treatment plants.
Currently, the total design capacity of centralized wastewater treatment plants of industrial parks in the province has been increased to 205.8 thousand m3/day and night. In addition, there are 25 industrial parks with automatic wastewater monitoring equipment installed and operated. Centralized wastewater treatment plants in the province are operating relatively well with the supervision of the Dong Nai Industrial Zones Authority and relevant departments.
By November 2023, there are still 6 industrial parks that have not installed and operated automatic wastewater monitoring equipment, and 9 other cases that are subject to installing this system have not yet done so because the deadline has not yet expired. In industrial parks, there are also 11 operating enterprises that have not yet connected wastewater to the centralized treatment area. There are 17 out of 50 facilities that have not installed automatic emissions monitoring. For normal and hazardous industrial solid waste, although the collection rate is high, most of it is treated elsewhere.
The issue of environmental treatment is always a hot topic for any industrial park, as this requires joint efforts from management agencies as well as industrial park infrastructure investors and enterprises.
When conducting field inspections at a number of industrial parks in the province, Provincial Party Secretary Nguyen Hong Linh said that projects attracting investment in Dong Nai must be identified as high-class projects. Therefore, industrial parks must improve their readiness to serve investors, especially in infrastructure such as transportation, electricity, water, and wastewater treatment.
At Loc An - Binh Son Industrial Park (Long Thanh District), the investor said it has attracted 54 factories, with an occupancy rate of 72.5%. Currently, the enterprise is deploying a clean land bank for 2024 with the remaining area oriented to attract selective industries, in accordance with the province's policies, with large investment capital and less labor intensive. Mr. Le Thanh Hung, General Director of VRG Long Thanh Investment and Development Corporation, investor of Loc An - Binh Son Industrial Park, shared that the unit is also making efforts to complete and improve the quality of the traffic infrastructure system; rainwater and wastewater drainage; water supply; communication and lighting systems in the near future.
Encourage businesses to focus on reducing raw material consumption
Recently, the Dong Nai Industrial Zones Authority issued Plan No. 43/KH-KCNDN on implementing the National Environmental Protection Strategy to 2030, with a vision to 2050 in Dong Nai Industrial Parks.
Accordingly, industrial park infrastructure companies and enterprises in industrial parks thoroughly explain to their departments, divisions and employees, and attach the task of implementing environmental protection work with production and business activities. Legal representatives, officers and full-time employees who are concurrently responsible for environmental protection in enterprises and organizations operating in industrial parks continue to research, identify and develop a specific implementation roadmap for each quarter and year, effectively implement the set goals, targets, tasks and requirements.
According to Head of the Dong Nai Industrial Zones Authority Nguyen Tri Phuong, the important tasks for Dong Nai as well as businesses today are to develop the economy in an ecological, circular, green growth direction, promoting sustainable production and consumption, minimizing the development of industry groups with high risk of causing pollution and environmental degradation. Enterprises are encouraged to use environment friendly raw materials, fuel, and materials; developing renewable energy and using clean fuel in production and consumption activities.
For businesses, many units are also switching to green production. For example, Nestlé Vietnam Co., Ltd. (Bien Hoa 2 Industrial Park) is aiming for a net zero emission target by 2050. Nestlé has invested in Dong Nai 3 factories producing coffee and nutritional drink products. Currently, all coffee grounds are reused as fuel to operate the boiler, waste from the boiler continues to be recycled into unburnt bricks and organic fertilizer. This model is considered to help businesses reduce emissions by nearly 12.7 thousand tons of CO2/year. The company also replaced plastic straws with paper ones, 94% of the packaging is recyclable, reducing the proportion of virgin plastic and landfill emissions.
