Dong Nai province proposes solutions to speed up the progress of the Bien Hoa - Vung Tau expressway project

(News Portal – Dong Nai) - On September 25th, the delegation of the Ministry of Transport led by Deputy Minister Le Anh Tuan had a working session with the Provincial People's Committee on the progress of implementing the Bien Hoa - Vung Tau expressway phase 1 project. Welcoming and working with the delegation were Acting Chairman of the Provincial People's Committee Vo Tan Duc and leaders of departments, offices and localities.

According to the Ministry of Transport, the Bien Hoa - Vung Tau expressway is a key national project. However, at the moment, the progress of site clearance and disbursement of investment capital is going at a slow pace. The entire project has 5 construction and installation packages, but currently there is still 1 package that has not yet completed its contractor selection.

Regarding site clearance, localities have completed handing over nearly 27% of the area, mainly concentrated in component 3 project in Ba Ria - Vung Tau province (nearly 80% in completion).

Regarding capital disbursement, out of the total of more than 5.1 trillion VND allocated for 2023, only more than 2.7 trillion VND has been disbursed, reaching about 52% of the planned capital.

According to Deputy Minister of Transport Le Anh Tuan, of the total capital allocated for 2023, there is about 3.5 trillion VND for the recovery of socio-economic and development program. This is a capital source that only has a disbursement period until the end of 2023 and needs to be disbursed soon to ensure time as well as create motivation for economic and social development.

At the meeting, the Acting Chairman also proposed to the Ministry of Transport solutions to speed up the project's progress. Accordingly, it was recommended that the Ministry of Transport advised the Government and the National Assembly to allow the province to use the remaining resettlement land plots of the Long Thanh International Airport project to arrange resettlement for the Bien Hoa - Vung Tau expressway project. The Ministry of Transport also proposed the Government to consider and quickly approve the planning of adjusting security and defense land related to the area of Reformatory School No. 4 so that the Ministry of Public Security could soon hand over the land to the project as well as provide direction so the State Capital Management Committee, Vietnam Rubber Group and related units could speed up procedures for handing over the site for the project. The Ministry of Transport proposed that the Ministry of Natural Resources and Environment allowed the extension of the special framework for exploiting minerals as common construction materials until the end of 2024 to supply needed materials for the project construction process. At the same time, the Ministry would review the documents and soon approve the conversion of an area of about 40 hectares of rice land to build a resettlement area in Phuoc Tan Ward, Bien Hoa City. ​
