ensure sustainable development, Dong Nai is gradually implementing a program to
relocate manufacturers located in residential areas and those on the list of
environmentally polluting industries to centralized industrial zones and
clusters.
According to Plan No. 172/KH-UBND of the Provincial People's Committee dated May 15, 2024, localities within the province will survey the needs of enterprises and complete the relocation plan within 2024. Based on this, the province will develop a provincial-level relocation plan in 2025.

Developing the Relocation Plan
According to the plan to develop the proposed relocation roadmap, from now until 2030, consideration and proposals will be made to relocate industrial production projects that have not completed the legal documentation for industrial production activities at their current locations.
Priority will be given to the early relocation of projects situated in densely populated residential areas that cause noise, affect public order and the surrounding living environment, and pose health risks to residents. Industrial production facilities in industries that are environmentally polluting or have the potential to cause environmental pollution will also be prioritized.
After 2030, industrial production projects located outside industrial zones and clusters that have completed all legal documentation for production and business activities but are situated in residential areas, are no longer suitable for future planning, and have expired operation permits, will be relocated.
The Provincial People's Committee has assigned local authorities to develop proposals for the relocation roadmap of manufacturing enterprises into industrial zones and clusters within their districts. Based on the district-level proposals, the Department of Industry and Trade will develop a provincial-level plan. Relevant departments, agencies, and localities will coordinate to implement the plan.
In addition to the desire for support in production premises and finances, enterprises have requested a suitable relocation roadmap, especially given the current difficulties in production capacity and market consumption.
Regarding the timeline for developing the plan, the province requires the district-level relocation plan to be submitted for approval no later than December 2024, while the provincial-level plan will be developed in 2025. The resolution on support policies for enterprises during the relocation process is also expected to be submitted to the Provincial People's Council for issuance in 2026. Restructuring industrial production facilities within the province is a condition for Dong Nai to achieve sustainable development.
Central Party Member and Provincial Party Secretary Nguyen Hong Linh has repeatedly emphasized during meetings with enterprises and investors that Dong Nai will not introduce and license enterprises to operate in areas that are not suitable for planning. Selecting enterprises and investments also poses a requirement for the province to be ready with conditions regarding production premises for enterprises to feel secure in their production and business activities.
Thorough Survey of Enterprise Needs
For small and medium-sized enterprises (accounting for over 90% of enterprises), having a stable production site that meets high standards of safety and sustainability remains very challenging.
According to Mr. Nguyen Quoc Hung, Director of Tinh Nguyen Hao Co., Ltd. (Bien Hoa City), one of the urgent needs of enterprises is to have a stable production site to confidently build a long-term development roadmap. Therefore, enterprises hope that in the process of reorganizing production facilities, the government will have policies to support capital, land, and production premises for enterprises.
Similarly, Mr. Nguyen Duy Hung, Vice Chairman of the Dong Nai Import-Export Association, stated that in recent times, the province has issued many documents requiring enterprises operating outside industrial zones and clusters to relocate into these zones. However, the investment in completing infrastructure in industrial clusters is currently facing many obstacles.
According to Mr. Hung, to develop the business community in the area strongly and contribute to building the Dong Nai brand, there must be supportive policies that create favorable conditions for enterprises during their operations. The province needs to complete the existing industrial clusters, establish new industrial zones and clusters, and provide convenient infrastructure for enterprises to relocate quickly and smoothly.
Surveys of many small and medium-sized enterprises show that they wish to be placed in industrial clusters with convenient locations suitable for their industries. Additionally, the government should have reasonable policies for vocational training, helping enterprises recruit production workers and connect better with partners and large foreign-invested corporations in the area to increase opportunities for supplying goods and products.
