(News Portal – Dong Nai) - On July 1st, Deputy Secretary of the Provincial Party Committee Quan Minh Cuong, Head of the Provincial National Assembly Delegation, and Head of Inspection Team No. 3, conducted inspections of livestock facilities in Long Thanh district.

This is the first inspection team of the Provincial Party Committee out of 10 teams established to conduct field inspections at livestock facilities.
Environmental Protection Commitments in Place
The team visited the hog farming facility of Tam Do Livestock Co., Ltd. in Bau Can commune, represented legally by Ms. Luong Thi Thuy Trang. This farm spans 13 hectares, has 25 cold barns, with a capacity of breeding 900 gilts, and currently houses over 700 pigs.
Regarding environmental protection, the farm has been issued an Environmental Protection Commitment by the Long Thanh District People's Committee and has completed procedures for conformity assessment to reuse wastewater for irrigation. Wastewater is collected and treated through two biogas systems, then flows into a non-permeable settling pond and through a wastewater treatment system with a capacity of 150 m³/day and night, before continuing to a non-permeable pit for irrigation.
Ordinary solid waste (pig manure) is transferred to a private unit for fertilizer production but without a contract. Hazardous waste is stored at the facility due to the small volume generated.
The second livestock facility inspected was the chicken export farm of Mr. Le Van Quyet in Tan Hiep commune. This farm covers nearly 1.5 hectares, and the land used for the farm is zoned for rural residential and transportation purposes. Therefore, it is among over 3,000 facilities that must be relocated from non-permissible livestock areas.
Regarding the environment, the chicken farm has been issued an Environmental Protection Commitment by the Long Thanh District People's Committee. There is no livestock wastewater. Solid waste (household, chicken manure, hazardous) is contracted out for handling by a certified unit. During the inspection, the chicken farm owner requested an extension for relocation (the latest by December 31, 2024) until the state implements the urban development project plan for Long Thanh in this area.
24% of Facilities Relocated or Ceased Operations
According to a quick report from Long Thanh district, there are 2 facilities under provincial management authority and 58 district-level livestock facilities (excluding household farms). Currently, the district has approximately 95,287 livestock and over 1.8 million poultry. In the first 6 months of 2024, there have been no complaints, petitions, or grievances from citizens or media regarding environmental protection in livestock activities.
Regarding the relocation of livestock facilities from non-permissible areas according to Resolution No. 03/2021/NQ-HĐND dated July 30, 2021, of the Provincial People's Council and Decision No. 296/QĐ-UBND dated February 24, 2023, of the Provincial People's Committee, the district has 766 facilities listed, and 87 swiftlet houses must maintain the current status without expansion. Among them, 480 livestock facilities must be relocated, and 286 must cease operations. To date, 2 facilities have been relocated, 163 have ceased operations, and 22 have signed commitments to reduce livestock numbers and relocate according to the schedule. The implementation rate is approximately 24%.
On June 13, 2024, the Provincial Party Standing Committee issued Plan No. 359/KH-TU to inspect compliance with environmental protection laws at livestock facilities in the province. According to this plan, the Provincial Party Committee established 10 inspection teams for environmental checks at livestock facilities. The inspection teams are headed by members of the Provincial Party Standing Committee and the Provincial Party Executive Committee.
