The two provincial roads, if agreed to invest in construction, will enhance regional connectivity and traffic connectivity for the Long Thanh International Airport (the Airport) project.
It is necessary to build 2 connecting traffic routes
The construction investment project of Long Thanh Airport is planned to be implemented on an area of about 5,000 hectares. In which, Dong Nai is assigned as the investor of the project of land acquisition, compensation, support and resettlement of the project.
The subproject on land acquisition, compensation, support and resettlement at Long Thanh Airport was approved by the Prime Minister in Decision No. 487/QD-TTg dated November 6, 2018 with 5 component projects with the following construction structure: construction of technical infrastructure system; social infrastructure system Loc An - Binh Son resettlement area (component projects 1, 2); building technical infrastructure system; social infrastructure system for Binh Son resettlement area (component projects 3; 4) and infrastructure reconstruction project outside the boundary of Long Thanh Airport. The total investment of the project is more than VND22.8 trillion. However, during the implementation of the project, to match the actual situation, Dong Nai proposed to adjust many contents of the F/S project for land acquisition, compensation, support, and resettlement of Long Thanh Airport. Including the addition of component 6 project - investing in the construction of 2 routes 777B and 773 to enhance traffic connectivity for the Airport.
According to calculations, the total investment capital of component 6 project is more than VND12.3 trillion. Regarding the capital structure for implementation, Dong Nai proposed that the locality be allowed to use more than VND4.1 trillion saved during the implementation of the project of land acquisition, compensation and support for resettlement of Long Thanh Airport; more than VND5.9 thousand billion from land use fee collected from Loc An - Binh Son resettlement area. The remaining capital of more than VND2.2 trillion will be arranged from the local budget.
Clarifying regional connectivity
According to Mr. Vo Tan Duc, Vice Chairman of the Provincial People's Committee, through consulting members of the State Appraisal Council, up to now, 9 out of 13 members have commented on the proposal of the Provincial People's Committee on the proposed adjustments. F/S project of land acquisition, compensation, support and resettlement at Long Thanh Airport.
At the end of March - 2022, the Ministry of Planning and Investment held a meeting of the Working Group to assist the State Appraisal Council. Through the working session, the Working Group had 3 opinions, including: agreeing to adjust the project implementation time, adjust the project component 1, recover more land area of the project components 1 and 5; not adding the component project 6 because this is a provincial project, using local capital and excluding the connection to Long Thanh Airport, using central capital increases the total project investment, so the Resolution of the National Assembly must be adjusted; The revenue from auction and land use paid to the central budget according to the Resolution of the National Assembly is under the competence of the National Assembly.
From the above comments, the Provincial People's Committee asked the provincial authorities to clarify the regional connectivity of the two roads 770B and 773 to increase the persuasion. "The goal of the province is right, these two routes will create more exits in the process of exploiting Long Thanh Airport in the future," said Vice Chairman of the Provincial People's Committee Vo Tan Duc.
Along with that, the Provincial People's Committee also asked the authorities to consider separating the investment project to build 2 roads of 770B and 773 into separate projects to avoid prolonging the implementation time of the land acquisition, compensation, support, and resettlement at Long Thanh Airport. At the same time, the separation of the project will also reduce the steps to adjust the resolutions of the National Assembly related to the project of land acquisition, compensation, support, and resettlement at Long Thanh Airport, thereby increasing the cost effectiveness and the feasibility when the project implemented.
According to the Department of Transport, to connect traffic for Long Thanh Airport in the planning, there are currently only 2 routes (T1 and T2). During the initial period of operation of Long Thanh Airport, these two routes can meet the demand for traffic connection. However, in the long run, when the number of passengers and goods increases, it will lead to overcrowding. Therefore, the investment in the construction of two roads 770B and 773 will contribute to sharing the burden of connecting traffic for two roads T1 and T2.
On the other hand, although not directly connected, both routes 770B and 773 also have the role of ensuring regional links and traffic links for Long Thanh Airport.
Specifically, the route 770B will create a link with the Central Highlands because this is the route connecting with National Highway No.20. Meanwhile, with the connection with National Highway No. 1, Road 773 will also create a link with the South Central region.
