The Department of Planning and Investment has proposed to the Provincial People's Committee to agree to assign the Department of Construction to guide the People's Committee of Bien Hoa City to edit and complete the dossier of the 1/5.000 scale subdivision planning project of subdivision A2 in Binh Da Ward and part of An Binh Ward for approval after receiving the consultancy of the Ministry of Construction. Since then, the Department of Planning and Investment will calculate the construction data of the total investment in the Bien Hoa 1 Commercial and Service area project.

and Service area.
At the same time, after the Department of Finance, the Department of Construction and the People's Committee of Bien Hoa City collaborated to review, report on the contents related to the Bien Hoa 1 Commercial and Service area project, the Department of Planning and Investment will summarize and report to the Provincial People's Committee the plan to select a consulting unit to make dossiers and propose investment policies as a basis for consideration and submission to the Ministry of Planning and Investment for appraisal according to regulations.
In May 2021, the Provincial People's Committee had issued a document directing relevant agencies to develop a plan to choose an investor for the project of Bien Hoa 1 Commercial and Service Area converted from Bien Hoa 1 Industrial Zone.
Previously, in January 2021, the Prime Minister issued a document approving the removal of Bien Hoa 1 Industrial Zone with a total area of 335 hectares from the Development Plan of Vietnam's Industrial Zones.
As expected by the Provincial People's Committee, by the beginning of 2022, site clearance compensation of Bien Hoa 1 Industrial Zone will be carried out for the project of converting the function to build Bien Hoa 1 Commercial and Service Area.
