According to the Department of Natural Resources and Environment, land - use planning to 2020, Bien Hoa City has 1,167 projects with a total area of ​​nearly 10,337 hectares. Through the review so far, Bien Hoa City has only implemented 204 projects with an area of 1,140 hectares, 453 projects being implemented with an area of 5,778 hectares, the remaining 510 projects have not been implemented with an area of more than 3,418 hectares.

Most of the projects that have not been implemented are in the fields of trade and services, schools, road traffic, cultural house, etc. The People's Committee of Bien Hoa City has proposed to move 328 projects to land - use planning for the period 2021-2030 and cancel the planning without continuing to implement 182 projects. Thus, the project implementation results in the previous planning period only reached 56.3% of the plan in terms of number and 67% in terms of area (including ongoing projects). The reason why many projects in Bien Hoa City could not be implemented or were delayed due to the problem of compensation for site clearance. The project has to land acquisition from people and people do not agree because the compensation price is much lower than the market.
