On 5th August, at the conference and event center, provincial People’s Committee host the conference to basically sum up the implementation of the proposal 97 of provincial Committee of the Party for the fulfillment of the resolution issued by the 7th plenary session of 10th Central Committee of the Communist Party in respect of agriculture, farmers and rural issues in Dong Nai. Participants included Mr. Tran Dinh Thanh, Member of Central Committee of the Party cum Secretary of provincial Committee of the Party; Mr. Le Hong Phuong, standing Deputy Secretary of provincial Committee of the Party; Mr. Dinh Quoc Thai, Deputy Secretary of provincial Committee of the Party cum Chairman of provincial People’s Committee; other leading comrades of provincial Committee of the Party, People’s Council, People’s Committee and Fatherland Front Committee; and departments, divisions and sectors in the province.

 
Mr.Tran Dinh Thanh, Secretary of provincial Committee of the Party, awards compliment certificates to those teams who contributes considerably to agriculture, farmers and rural issues.  

After 3 years of practising the proposal no.97, the growth speed has achieved an average of 4.6% (exceeding by 4-4.5% compared with the target of the proposal 97 and the decision 74); the production value per a land unit in 2008 achieved 41.55 million dong/ha and till 2010 57.13 million dong/ha (4.2% higher than the proposal 97 and the decision 74 set out); income per capita in agricultural areas in 2008 was 14.16 million dong/person/year. Till 2010, it gained 17 million dong/person/year, increasing 20%/year, exceeding by 10% compared with the proposed objective. Total investment of constructing socio-economic infrastructure in rural areas in the period of 3 years was 2,583.73 billion dong, accounting for 59% out of the aggregate investment for rural areas. With the above-mentioned investment in 3 years, 639 km traffic streets of all kinds, 258 km medium and high voltage electric wires, 157 transformer stations, 573 lighting posts, 1,504 classrooms, 66 health care service stations, 49 cultural and sports centers at communes, 1.8 thousand hygiene toilets, waste water treatment works for animal husbandry, are all renewed, innovated and expanded. The target of poverty reduction has come up with many significant results, which partially contributes to reducing more than 28 thousand of poor households. This results in decreasing 8.59% in early 2008 by 2.93% in late 2010. The percentage of trained employees in rural areas achieved 53%, etc.

However, apart from these achievements, the program still has restrictions: proposal and planning being delayed, confused and short of feasible contents and solutions; several contents being executed more slowly than proposed; a lack of typical models that can restructure agricultural and rural economy in the direction of raising the production value of industry, rural and service sectors. The awareness of new rural construction from residents was differential, which disabled the thorough exploration of resources from residential communities, etc.

As a conclusion, Mr. Tran Dinh Thanh, Secretary of provincial Committee of the Party, suggested that, in the ongoing time, the campaign “all people build cultural life at residential areas in combination with new rural construction” should be strengthened concurrently with the emulative movement “entire province aims to construct new rural areas’ and the communication of “Study and practice Ho Chi Minh’s ethics”. At every department and administrative level, public officers and the Communist Party’s members have to regard the innovation as both the target and mission that can play an urgent role and strategic guideline like the indispensable tactic for the development of rural issues in the province.

In the conference, 33 teams and 53 persons were awarded the compliment certificates to recognize their contribution on agriculture, farmers and rural areas.
