To assure labor’s right, earlier this year, Bien Hoa Labor Federation had promptly cooperated and implemented the guideline for Decree 122/2015/ND-CP signed on Nov 14th, 2015 by the government about setting the minimum wage by area for labors in the enterprises and co-operations… together with supportive activities for labors on Tet holidays. With such efforts and propagation, Chairman of Bien Hoa Labor Federation, Ms. Nguyen Thi Ngoc An said with excitement that there were 122/138 (88.4%) of the enterprises and co-operations having their labor unions readjusting the new minimum wage for their labors following regulations. There were also some enterprises which adjusted their labors’ minimum wage base on their years of work for the enterprise, supported their living cost, paid bonus of 5 – 10% of total new wage for heavy or hazardous works. The other enterprises which had financial difficulties were also trying their best to find solution to adjust their labor’s wage.
Beside of actively monitoring labors’ wage bonus, and policies, Union Bases are also considering improving welfare entitlements in order to improve labors’ life and also update them into the enterprises’ internal laws and regulations as the agreement for collective labor in the enterprises. Until the early of June, there were 126/158 (79.75%) of the enterprises and co-operations signed the agreement for collective labor. Remarkably, many agreements bring more advantages to the labors than the State law does.

At the same time, the implementation of democratic rights in enterprises was also promoted. This year, there have been 53/127 (41.73%) of the enterprises in Bien Hoa to hold labor meeting following Decree 60/2013/ND-CP of the government. The rate was still lower than target, but it show the Union Bases’ best effort in influencing the enterprises to implement the labors’ democratic rights, making a friendly, stable and advance working environment in the enterprises.
After the first 6 months of 2016, Bien Hoa Labor Federation recruited 1965 new Union members and established 10 new Labor Unions. So far, Bien Hoa Labor Federation is having 344 Labor Unions and 58,766 Union Members/62,604 labors (93.87%), 47.35% of which are Union key members
Paying more attention to poor laborers
Following the Labor Union officials to visit labors in their boarding houses, we can see how hard the officials care for the labors’ life. Despite rainy days, late night or early morning, whenever the labors need help, Labor Union officials are ready. Especial on holidays in Labor Month, the officials sometimes leave their stomach empty to hold cultural and entertaining activities for the working poor; visit their family and offer gifts…
Last May, Bien Hoa Labor Federation cooperatively held many meaningful activities which attracted many labors to join. 40 gifts (1 million VND worth/gift) was given to the working poor in local communes, wards and enterprises; offering 100 student backpacks (500,000VND each) and 20 scholarships (500,000VND each) to children of the working poor in An Hoa commune and Long Binh ward, funded by Vietnam General Confederation of Labor’s Fund for Children, Tam Long Vang charity fund. The Labor Federation also cooperated with the City Union, City Public Security, City Club for Young Doctors to hold a “Volunteer Saturday”, “Green Sunday” to clean the environment around the labors’ neighbor and places of living in Trang Dai ward, organized cultural and entertaining activities, propagated firefighting method and social crime prevention in Long Binh ward; gave reproductive health advices, provided free medical checkup and medicine to 300 young working poor…
In labor month, in enterprise level, depending on their condition, many enterprises provided their labors’ life with both financial and spiritual supports. Namely: Sonadezi Environment JSC’s Labor Union visited and offered 40 gifts (800,000 – 1,000,000 VND worth per gift) to working poor and workers who live far away from their hometown; held cultural activities with the topic “The modern art of raising children” for the labors. Pouchen Corporation is holding a sport event for their labors at the moment, including many sports such as soccer, badminton, high jumping, long jumping and multi activities for team work; the event is planned to be continued until June 15th.
Along with taking care of labors’ life, Labor Unions in all levels also continue to promote their patriot movements within every labor, which encouraging them to join hand to complete all missions and targets in all departments, units and enterprises. Deputy Chairman of Bien Hoa Labor Federation, Ms. Nguyen My Hoa Giang said that since the emulation movements for skilled and creative labors early this year, there were 247 ideas of product design improvement from the labors, helping the enterprises save and earn more than 5 billion VND, from which, 21 individuals and groups were rewarded with over 200 million. In the near future, Labor Unions in all level in Bien Hoa city shall focus on launching new emulation movements to celebrate 87 years of Vietnam General Confederation of Labor and promoting emulation movements on self-learning in every labors, staffs and officials to improve their knowledge, skill, professional qualification, to meet the requirements of their jobs in term of integration.
Before the National Assembly term XIV and Provincial People’s Assembly term 2016 – 2020 Election took place, Labor Unions in Bien Hoa had promoted their propagation for the election in many forms to their union members, labors and staffs in the whole city. Accordingly, there were 58,617/62429 (93.89%)of labors to be informed about the election. That activity positively contributed to the success of the election in Bien Hoa city in particular and in the whole province in general.
