The provincial People’s Committee works with related departments and sectors on the deployment of compensation fund and support for resettlement according to Decree no. 69

On May 31 morning, the provincial People’s Committee had a meeting with Department of Natural Resources and related departments and sectors on implementing compensation and support for resettlement according to the Decree no. 69/2009/NĐ-CP dated August 13, 2010, issued by the government. Attending the meeting were the Secretary of the provincial Party Committee Mr. Tran Dinh Thanh, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Committee Mr. Vo Van Mot, Vice-Chairmen of the provincial People’s Committee Mr. Dinh Quoc Thai, Mr. Ao Van Thinh, and Mr. Tran Van Vinh.

 

 Meeting view
According to report from Department of Natural Resources and Environment, implementing support for resettlement and career transfer according to the Decree no. 69 issued by the government has encountered a lot of difficulty because the support rate for career transfer and employment creation is fairly high and the fluctuation range is broad ( from one and a half to five times than agricultural land price of the whole recovered agricultural land area); therefore, to have particular support for each subject is very difficult. Moreover, deducted compensation fund, support, resettlement, expenditure for site clearance compensation deducted from land use revenue are different between Decree no. 69 of the government and  Circular no. 196 of the Ministry of Finance.

 Concluding in the meeting, the Vice-Chairman of the provincial People’s Committee Vo Van Mot suggested that, to implement the Decree no. 69 in accordance with reality, legal regulation, local situation, Department of Natural Resources and Environment in cooperation with Department of Judiciary and related units should check documents, proceedings, etc. to have suggestions and timely report to the provincial People’s Committee. Moreover, Department of Natural Resources and Environment should continue to play a role as an adviser to the provincial People’s Committee to be able to  hold a meeting and reach agreement with state organizations and businesses to have suitable ideas for reality of units.
