After 10 years of implementing the movement “The entire population unites to build up cultural life”, Bien Hoa City has gained remarkable achievements, especially in anti-poverty programs and the campaigns which foster a civilized way of living and a healthy lifestyle among local residents’ families.

Quyet Thang Ward holds the ceremony to receive the title of cultured ward  

Responding to the movement for the past 10 years, authorities, units and related agencies at all levels had organized many activities in order to guide, instruct and renovate the contents and forms of mobilizing people to actively participate in poverty reduction and economic development. Nearly VND50 billion was invested in helping poor families to develop family economy and contributing to job creation for more than 3,000 laborers. Many business models were set up and carried out effectively; the number of business and production establishments has been higher than the previous years’ figures. Particularly, the average economic growth rate reaches 10-14% (meeting the set target of the Resolution). People’s material life has been improved considerably; the quality of houses and essential items has been developed highly; the poor household rate has been cut by 0.7% in 2009 from 3.84% in 1999. The city’s GDP per capital has increased to US$2,457 in 2009 from US$1,000 in 1999. The city just had 05/26 wards and communes reaching the standard of healthy ones without social evils in 2002, but has had 25/26 such wards and communes in 2009 (occupying 96.15%). After merging 4 communes in Long Thanh district with Bien Hoa city, the city has 3 communes of Long Hung, An Hoa and An Phuoc which reach the standard of healthy commune without social evils. As such, the entire city has had 28/30 healthy wards and communes without social evils in 2009, accounting for 93.33%.

Through mobilization activities, local residents actively participated in building cultural institutions, cultural houses, recreation areas for children, and sports clubs in residential quarters. As a result, the city only had 24/164 cultured residential quarters and hamlets in 2000, but has had 154/189 cultured residential quarters and hamlets in 2009, accounting for 81.48%. The number of cultured households in 2010 is 117,970/124,193, representing 94.98% (of which typical cultured families account for 20%).

 
Mobile information contests contributes to building a healthy way of living among local residents  

To particularize the criteria on building cultural life and supporting cultural activities, the city has launched 9 programs for the movement “The entire population unites to build up cultural life” such as building cultured wards, communes, and quarters; building civilized boarding houses and lanes; building civilized public units; building wards, communes and residential areas which are suitable for children, and building health wards, communes, residential areas and families. Consequently, these programs gained note-worthy results, raising the people’s awareness of building a healthy cultural life. Bien Hoa city has so far had 2 wards which have satisfied the standards of cultured wards including Binh Da and Quyet Thang. 03 out of 9 markets (Tan Mai, Tan Phong and Bien Hoa) have reached the standards of cultured markets with food hygiene and safety requirements. The city has 3 cultural routes such as Hung Dao Vuong, Ha Huy Giap and Nguyen Van Tri, 4 cultured apartment buildings and 14 civilized guest houses, etc.
