Synchronous and focused reform

According to Assoc. Prof - Dr. Do Xuan Tuat, Deputy Director of Ho Chi Minh and leaders of the Party Institute, Ho Chi Minh National Academy of Politics, General Editor of Ho Chi Minh Research Journal, the trend of integration and innovation technology poses to Vietnam as well as each locality, including Dong Nai province new issues in the development process of "shortcut, first thinking". Administrative reform, improving provincial competitiveness index will create breakthroughs in regional and local development in a fast and sustainable direction.

Also according to Assoc. Prof - Dr. Do Xuan Tuat, Administrative reform contents need to be carried out synchronously, consistently with focus in accordance with the specific practical conditions of the locality and the country. In order to effectively implement the Administrative reform, one of the key tasks needed to be successfully solved is to build a team of officials and civil servants who are conscientious and level enough to meet practical requirements as lesson of the President Ho Chi Minh "officials are the roots of all work".

Well aware of that, the Standing Committee of Provincial Party Committee has directed to research, organize conferences to deploy, master, study thematic topics of studying and following Uncle Ho in 2023 and organize a scientific seminar on strengthening the responsibilities of officials, Party members in performing assigned tasks, promoting Administrative reform, improving provincial level competitiveness index, contributing to the successful implementation of the Resolution of the 11th Provincial Party Congress, term 2020 - 2025. From the beginning of the year until now, the Standing Committee of Provincial Party Committee has directed all levels of party committees from the province to the grassroots to pay attention to leading and directing study and research as well as developing programs and plans to organize seminars on specialized contents.

Emphasizing at the provincial seminar, Vice Standing Secretary of the Provincial Party Committee Ho Thanh Son requested that the program and plan must be associated with breakthrough contents of the sectors, units and localites in the Administrative reform. In which, directing units to select pressing, outstanding or weak issues to focus on solving; propose ways to go into depth to change the perception and actions of cadres and party members. In addition, organize the implementation of the Administrative reform Program of Dong Nai province in the period of 2021 - 2030 in a comprehensive, synchronous, focused, in-depth, practical and effective manner in order to build the democratic, professional administrative system, and gradually modernized to serve the cause of industrialization and modernization of the country.

Changing awareness and actions of cadres and party members

Recently, the Provincial People's Committee has also issued many action plans towards the above goal. According to Deputy Director of the Department of Home Affairs Nguyen Quoc Vu, in the coming time, Dong Nai will continue to implement drastic, synchronous and effective reform of administrative procedures related to people and businesses; internal administrative procedures among state administrative agencies; review and propose to reduce and simplify the composition of the dossier and optimize the settlement process on the basis of strong application of information technology; improve the quality of business investment environment, ensure fair, equality and transparency competition.

Along with that, renewing and improving the efficiency of implementing the one-stop mechanism in solving administrative procedures; promote the implementation of administrative procedures in the electronic environment so that people and businesses can perform services anytime, anywhere, on different means...

According to the Provincial Business Association, Dong Nai currently has more than 40,000 established businesses, is one of the localities with a large number of businesses, so it is very important to care and support businesses. In which, it is necessary to focus on promoting administrative reform, especially in the areas of land access, market entry issues, etc., in order to cut costs, create favorable conditions for enterprises in solving administrative procedures, and enhance services in support businesses.​

Vice Chairman of the Provincial Business Association Chau Minh Nguyen said that the provincial People's Committee should consider for the organization to deploy the Competitiveness Assessment Index at Department, branch and locality levels (DDCI). This is a composite index used to assess various aspects of economic management capacity and improve the investment and business environment of departments, branches and localities across the province. Currently, 53 provinces and cities have applied DDCI to improve the business investment environment. Through the practice of provinces and cities applying DDCI supported and improved the business investment environment and changed PCI scores. If Dong Nai can do this, it will improve the PAR index and the competitiveness index in the coming time.

From the perspective of local government, Deputy Chairman of Hiep Phuoc town People's Committee (Nhon Trach district) Nguyen Hoang Minh said that it was necessary to continue to implement and improve the efficiency of the one-stop mechanism, interlocking one-stop mechanism in state administrative agencies, especially increase investment in facilities, equipment and working mean for the department to receive and return results; deploy information technology application to implement the one-stop mechanism.
