The Provincial Competitiveness Index (PCI) in 2022 announced by the Vietnam Confederation of Commerce and Industry (VCCI) after surveying 12,000 enterprises nationwide. Dong Nai is only ranked 29th. Overall, Dong Nai is still an attractive locality in investment attraction.
Reaching to lands and production premises are still bottlenecks for businesses.
Enterprises are difficult to reach lands and support policies
According to the announcement of VCCI, the total score of Dong Nai in 2022 reached 65.67 and ranked 29th nationwide. Compared to the total score of 2021 of 65.75, it did not much decrease.
When being compared the component indexes, the issue of land access and business support policies through the survey assessed as the weakest which also led to a decrease in the overall assessment of the locality.
Specifically, for land access, if the assessment score was 7.37 in 2021 it decreased at 6.77 this year. This proves that the lack of production space is increasingly at present at the locality. Every year, the number of newly established enterprises increases, the land fund for production shrunk. Many new units enter the market easily but they are difficult to survive, most have to operate production, business, and build factories at not suitable places for planning. The expensive cost of renting land in industrial zones, industrial clusters is a problem that many businesses have to stay outside even though they know it will not be sustainable.
Similarly, the index on supporting policies for businesses has been dragged down from 7.42 in 2021 to 6.04 in 2022. In fact, Dong Nai has also issued many support policies, but the number of business access to these policies is not much. Meanwhile, this is a particularly important issue, especially in the context of the business community being exhausted after a long time fighting the epidemic and adverse impacts from the world.
Expediting solutions to improve competitiveness
On last April 11, the Provincial People's Committee issued a program to perform tasks to improve the business environment and enhance competitiveness in the area. The task is to improve the position, competitiveness of the locality, business attraction; rapid increase in the number of newly established enterprises, decrease in dissolution. At the same time, find ways to reduce informal procedures and costs, remove difficulties and obstacles caused by adverse impacts and epidemics for sustainable development of enterprises.
These contents are also normal tasks that have been implemented since the beginning of the year, but the effect has not been as expected. The goal of reaching the top of the PCI index is still challenging if the above tasks not being implemented drastically, especially from grassroots officials.
Regarding the prospect of the province, Mr. Dau Anh Tuan, Deputy General Secretary of VCCI assessed that Dong Nai was still extremely important in attracting investment thanks to its advantages in infrastructure and available resources. However, in order to make a breakthrough, it was necessary to really have quality in policy implementation, in a way, the promoting roles of the heads of units and localities in the province were very important. The slower changed, the lost of opportunities for sustainable development and investment attraction both at home and abroad.
According to Chairman of the Provincial People's Committee Cao Tien Dung, compared with the potential, the overall assessment of Dong Nai's CPI was not meeting the set requirements. This posed a big problem for the locality, in which it must be more drastic to perform the task, take the actual efficiency as a measure. At the same time, the province would also focus on applying technology and digital transformation to better serve businesses and people, pull the province's competitive ranking higher.
