Waste treatment areas must invest in infrastructure and innovate technology to meet environmental requirements

Reported at the meeting, Mr. Tran Trong Toan, Deputy Director of the Department of Natural Resources and Environment, said that in the province, there are 7 approved domestic waste treatment plants, but only 4 plants are still receiving garbage, the remaining do not win the bid or are not eligible to receive. Currently, 4 WTPs are basically capable of receiving and handling the amount of waste generated.
The current problem is that the waste treatment plant in Quang Trung commune (Thong Nhat district) proposes to reduce its capacity from 1.2 thousand tons/day to 800 tons/day from the beginning of 2023 to maintain machinery and invest in some more projects; Xuan Tam Garbage Treatment Plant (Xuan Loc District) would like to suspend receiving garbage to complete infrastructure; Vinh Tan Garbage Treatment Plant (Vinh Cuu District) is expected to run out of landfill site in 2-3 years; Tuc Trung Industrial Park (Dinh Quan District) would like to change to the technology of burning waste to generate electricity.

At the meeting, the domestic waste treatment plants raised the following shortcomings: The price of collection from households and the unit price of waste treatment from 2018 to now have not changed, causing many difficulties for businesses; Provincial People's Committees and districts have aggressively implemented waste separation at source, but the reality is that the waste in the treatment plant has not changed compared to before, that is, people do not classify garbage; lack of waste transfer points. Besides, it is recommended to adjust the bidding cycle for domestic waste treatment to 3-5 years instead of annually; support depreciation of assets when enterprises innovate technology according to the policy of the province…
Concluding the meeting, Vice Chairman of the Provincial People's Committee Vo Van Phi said that, related to domestic waste, it is necessary to review enterprises that have invested in technical infrastructure to ensure receipt and handle the volume as the license is approved or not, if not have to continue to invest, in case of not being able to invest, the province will consider letting another enterprise do the work. Regarding the proposal to increase the area of the treatment zone, the Vice Chairman of the Provincial People's Committee noted that enterprises must innovate technology, increase recycling and reuse to reduce landfilling site to the lowest level, below 5%.
Regarding some areas applying for conversion, investing in more waste incineration technology to generate electricity must consider economic efficiency based on input waste materials, planning waste treatment points of the province. In the future, the province will invest in a project of burning waste to generate electricity in Vinh Tan commune, if completed and put into operation before 2025, the project will handle more than 30% of the province's total domestic waste.
