(News Portal – Dong Nai) - On April 24, Acting Chairman of the Provincial People's Committee, Vo Tan Duc, chaired a working session with departments, agencies, and relevant units to listen to reports and propose investment in the construction of Bien Hoa Airport under the public-private partnership (PPP) model.

According to the Department of Transport, in recent times, the unit has also collaborated with relevant agencies to study the legal regulations on airport planning to implement the planning tasks for Bien Hoa Airport during the period 2021-2030, with a vision to 2050.
According to the Law on Aviation and Decree No. 05/2021/ND-CP (January 25, 2021) of the Government on the management and operation of airports, the planning authority is the Ministry of Transport. However, at the end of 2023, the Ministry of Transport issued a document supporting the proposal of Dong Nai Province to fund the planning documents for Bien Hoa Airport during the period 2021-2030, with a vision to 2050. Nevertheless, the Ministry of Transport has not yet determined the planning authority. For Bien Hoa Airport, the Ministry of Transport has assigned the Civil Aviation Authority of Vietnam to receive the sponsored documents and review the conditions for approval in accordance with regulations.
Therefore, the current difficulty and obstacle in implementing the planning for Bien Hoa Airport is the lack of a designated planning authority.
Speaking at the working session, Acting Chairman Vo Tan Duc stated that in order to ensure the conditions for establishing and approving the feasibility study report for the Bien Hoa Airport project in accordance with the planning, the Department of Transport will work with the sponsoring unit to receive the planning tasks documents during the period 2021-2030, with a vision to 2050, and submit them to the Civil Aviation Authority of Vietnam as required.
The Department of Construction, together with the Department of Transport and relevant units, will guide Bien Hoa City to update the project in the overall adjustment plan as well as the zoning plan in the correct sequence and procedure.
The Department of Natural Resources and Environment, in coordination with the Provincial Military Command and relevant units, will urgently carry out survey work, determine boundaries, and identify land assets for the expected land area of about 50 hectares to be handed over to the local authorities for the construction of a terminal to serve the dual-use operation of Bien Hoa Airport.
