Step by Step Completing the Highway Network

Many Highway projects passing through the province have been started to carry out the procedures to soon deploy the investment in building and gradually perfecting the Highway network for socio-economic development.

Ho Chi Minh City - Long Thanh - Dau Giay Highway is currently the only Highway passing through the province that has been completed and put into operation.

Many Highway projects have been "started" the construction

According to the planning in the province, there are 5 Highways passing through, including: Ho Chi Minh City - Long Thanh - Dau Giay; Ben Luc- Long Thanh; Phan Thiet- Dau Giay; Bien Hoa - Vung Tau and Dau Giay - Lien Khuong. Among these, the Ho Chi Minh City-Long Thanh - Dau Giay Highway has been completed and put into operation since 2015. Along with that, two other projects have also started construction including the Ben Luc - Long Thanh Highway and Phan Thiet - Dau Giay Highway.

The Ministry of Transport has also submitted a proposal to the Prime Minister for approval of the investment policy of the Dau Giay - Tan Phu Highway Construction Investment Project (Phase 1) and the project's pre-feasibility study report to invest in the construction of the Bien Hoa -Vung Tau Highway (phase 1) to organize the appraisal and submit it to the National Assembly for consideration and decision on investment policies.

According to the Ministry of Transport, the Dau Giay - Tan Phu Highway Project (Phase 1) has a total length of about 60.1 km, with the starting point at Km0+000, connecting with National Highway No. 1 at about Km1829+500, coincides with the end point of the Ho Chi Minh City-Long Thanh - Dau Giay Highway, in the territory of Thong Nhat District; The end point is at Km60+100 (through the intersection with National Highway No. 20 at about Km69+400), in the area of ​​​​Tan Phu District (connecting with the Tan Phu - Bao Loc Highway Project). The project is invested in phase 1 with a scale of 4 lanes, the width of the road is 17m, designed speed is 100 km per hour.

According to the proposal of the Ministry of Transport, this project has a total investment of more than VND8.3 trillion and will be built in the form of a Public-Private Partnership (PPP- BOT contract). In which, the part of the investor's capital, the PPP project enterprise is responsible for arranging (including reimbursement of project preparation costs as prescribed in Clause 1, Article 73 of the PPP Law) is more than VND7,000 billion; State capital participation in the project is about VND1.3 trillion. The State capital participating in the project will pay the costs of compensation, site clearance, resettlement support, and construction support.

For the Bien Hoa - Vung Tau Highway Project (Phase 1), according to Deputy Minister of Transport Le Anh Tuan, in September 2021, the Prime Minister issued a decision approving the investment policy of Phase 1 of the project. By early 2022, the Ministry of Transport has submitted a pre-feasibility study report for the project, which proposes to spend more than VND17.8 trillion from the State budget for construction investment.

The Ministry of Transport recommends using the State budget capital to basically complete the project by 2025, with an estimated capital demand of more than VND14.2 trillion (about 80% of the total investment). This capital is expected to allocate more than VND5.3 trillion in the total medium-term public investment plan for the 2021-2025 period of the Ministry of Transport approved by the National Assembly. Along with that, about VND3.5 trillion of State budget capital of the socio-economic recovery and development program is used and it is proposed to allocate from unallocated and reserve sources of the medium-term public investment plan in the period 2021-2025 of the whole country is about more than VND5,400 billion.

According to the proposal of the Ministry of Transport, the Bien Hoa - Vung Tau Highway Project has a total length of more than 53km, of which the section through the province is more than 34km. The project is invested in phase 1 with a width of 4 to 6 lanes, the designed speed of 100 km per hour. To ensure the progress of the project, the Ministry of Transport plans to divide the project into 3 components, including: component project 1 (Km0-Km16) with a length of about 16km passing through Dong Nai Province; Component project 2 (Km16-Km34+200) has a length of about 18.2km (connecting to the Ho Chi Minh City-Long Thanh - Dau Giay Highway, the Ben Luc-Long Thanh Highway; the route connecting the Long Thanh International Airport) in Dong Nai Province and component project 3 (Km34+200-Km53+700) with a length of about 19.5km in Ba Ria - Vung Tau Province.

There are more than a hundred kilometers of Highways in the province

In October 2009, the Ho Chi Minh City - Long Thanh - Dau Giay Highway was started its construction. After putting into operation in each section, by February 2015, the whole Ho Chi Minh City - Long Thanh - Dau Giay Highway, 51km long, with 4 lanes connecting Ho Chi Minh City - Dong Nai, was put into operation. With this project, Dong Nai officially has about 40km of the first Highway through the area.

In addition, there are currently two Highway projects going through the province that are under construction, including Phan Thiet - Dau Giay and Ben Luc - Long Thanh Highways.

According to the plan, the Phan Thiet - Dau Giay Highway project will be completed by the end of 2022. However, recently, during a visit to check the project progress at the beginning of the year, Prime Minister Pham Minh Chinh had request the investor to complete this project one quarter in advance.

Mr. Vu Ngoc Duong, Deputy Director of Thang Long Project Management Board (the unit assigned to be the project investor by the Ministry of Transport) said that, following the direction of the Prime Minister, the unit will closely direct the construction contractors with the goal of completing the main road 3 months before the original plan. The delay, if any, will only be the collection road and this item will also try to be completed before December 31, 2022.

The Ben Luc - Long Thanh Highway project started in early 2015 with a total length of nearly 58km passing through 3 localities of Ho Chi Minh City, Dong Nai and Long An. According to the original plan, the project will complete construction in 2020, however, due to difficulties in funding, the project is currently only completed about 84% of the total volume. Currently, the project progress has been extended by the Prime Minister to December 31, 2023.

If the competent authorities remove difficulties in the capital allocation mechanism, the Ben Luc - Long Thanh Highway project is completed on schedule, which has been extended, and by the end of 2023, Dong Nai will "own" more nearly 77km Highway. Of these, there are more than 25km from the Ben Luc-Long Thanh Highway project and more than 51km from the Phan Thiet - Dau Giay Highway project.

Meanwhile, for 3 Highway projects that are completing investment procedures, including Bien Hoa - Vung Tau (phase 1), Dau Giay - Tan Phu (phase 1) and Tan Phu - Bao Loc when completed the construction city will also contribute to Dong Nai more than 105km of highways.

For the Tan Phu - Bao Loc Highway project, at a meeting with relevant units and the People's Committees of 2 provinces of Lam Dong and Dong Nai at the end of 2021, Deputy Prime Minister Le Van Thanh requested to start the project in October 2022 and completed in 2025.

With the remaining 2 highways including Bien Hoa - Vung Tau (phase 1) and Dau Giay - Tan Phu (phase 1), the Ministry of Transport also sets a basic goal of completing construction by 2025.
