Random testing for 20% of workers in industrial zones having risks

The Ministry of Health has sent an urgent dispatch requesting Ministries, branches, Government-attached agencies, People's Committees of provinces and cities in the country to urgently direct the strict implementation of the directives and guidelines for the prevention and control of the Covid-19 epidemic of the National Steering Committee for Covid-19 Prevention and Control, Ministry of Health.

Accordingly, production and business establishments and industrial parks must conduct an assessment of the risk of Covid-19 infection at workplaces and worker dormitories. Based on the inspection and evaluation results to consider and decide whether to allow parts, lines, workshops of the production establishment or the entire production facility to continue production or stop production in order to remedy the problem and ensure safety against epidemics.

The Provincial People's Committee directed the Department of Industry and Trade, coordinated with the Provincial Industrial Park Management Board in inspecting, supervising and urging production facilities in the areas to continue assessing Covid-19 safety and updating on the website of Covid-19 safety.

Requesting production facilities and industrial parks to organize weekly SARS-CoV-2 antigen tests for the following subjects: All employees involved in providing services for production and business production establishments in industrial zones such as: catering, hotel services, accommodation for experts, transportation of materials and goods, repair, maintenance, machinery maintenance...

Randomly test 20% of workers at production and business establishments, industrial parks and hostels of at-risk workers.

Strictly manage workers going to and coming from epidemic areas or participating in high-risk gatherings. Compulsory medical declaration is required for all workers in the industrial parks and related people (service providers, meals, transporting supplies, goods...).

Requiring means of transport for workers to comply with epidemic prevention and control regulations, including spacing of use less than 50% of transport capacity, opening windows and limiting the use of air conditioners, cleaning and disinfecting vehicles after each pick-up of workers and perform 5K.

When there is a case of Covid-19 at a production facility or industrial park, before sending F1 cases to medical isolation, grouping according to each production line, workshop and level of exposure risk must be performed. Groups with the same risk will arrange medical isolation in the same isolation subdivision.

When the number of F1 cases exceeds the local isolation capacity, a centralized medical isolation institution (blockade area) can be applied right in the area, the location with a large number of workers is F1 staying (dormitories, inns with workers). These places must strictly comply with the same regulations as for concentrated medical isolation areas including: installing surveillance cameras, asking not to leave the accommodation, strictly handling cases of non-compliance, for infection cross in the blockade area and spread to the community.

According to the Ministry of Health, the two current Covid-19 epidemic hotspots in the country are Bac Giang and Bac Ninh. The number of Covid-19 infections increased rapidly, spreading mainly in industrial zones.
