Proposal to increase the area of land for Industrial Zone development

​A series of large infrastructure projects that have been implemented and are being implemented will increase the opportunity to attract investment in Industrial Zones (IZs) in the province. However, being limited by the area of land for industrial development, Dong Nai faces the risk of "missing" the opportunities of attracting investors.

Attracting investment waves from the advantage of infrastructure system

The Long Thanh International Airport project is currently under construction phase 1 in the province. It is expected that in 2025, phase 1 of the project will be completed and put into operation. According to the assessment, with its position as the largest airport in the country in the future, Long Thanh Airport will create a great investment attraction and development motivation for Dong Nai in particular and the Southern Key Economic Region in general, including industrial development. In addition to Long Thanh Airport phase 1, from now to 2025, a series of other major transport infrastructure projects in the area will also be completed and put into operation.

Phan Thiet - Dau Giay Expressway, a traffic route that plays the role of connecting the Southeast region as well as the inter-region between the Southeast and South Central regions, is expected to complete construction by the end of 2022. Meanwhile, the Ben Luc - Long Thanh Expressway, after many restraints in terms of capital, has now been "re-started" for implementation and is expected to complete construction in 2025. Besides the projects that have already been built. Construction, in 2023, two major transport infrastructure projects, the Ring Road No. 3 - Ho Chi Minh City and Bien Hoa - Vung Tau Expressway, are also expected to start construction. For these two projects, the set goal is to basically complete construction by 2025 and synchronously put into operation in 2026.

Simultaneously with major transport infrastructure projects implemented by the central government, Dong Nai has also planned to implement many provincial transport projects to connect the remote areas of the province with Long Thanh Airport. The goal set by the province is to complete these projects in 2025 so that they can synchronize with the Long Thanh Airport Project phase 1.

According to Mr. Cao Tien Dung, Chairman of the Provincial People's Committee, in addition to the above transport infrastructure projects, currently, in the province of Phuoc An Port is also being built. Therefore, the potential to attract investors to the province in the near future is huge. Because, in a very vibrant developing area, Dong Nai with the advantage of having an airport and a seaport is a very good condition for development. In particular, the highways as well as traffic routes invested by the province when completed will connect very well to mountainous, remote and remote districts of the province for industrial development.

Remove the "bottleneck" of limited area of land for industrial development

Currently, the number of Industrial Zones approved for planning in the province is 40 with a total area of nearly 18.9 thousand hectares. In which, Bien Hoa 1 Industrial Zone with an area of 335ha has been taken out of the planning. When the project to convert the function of Bien Hoa 1 Industrial Zone into an urban - commercial - service area was approved, Dong Nai still had 39 Industrial Zones, with a total area of more than 18.5 thousand hectares. Of these, Dong Nai has been approved by the Government to add about 6.5 thousand hectares of land for Industrial Zone development by 2030. This additional land area has also been completed by the province for 3 Industrial Zones to be under construction in the near future.

According to Mr. Cao Tien Dung, Chairman of the Provincial People's Committee, with the existing favorable conditions, the current allocation of land for Industrial Zone development to the province is unreasonable. “In the coming time, a series of localities in the province will have highways as well as new open roads that the province invests in. However, the province no longer has the target area of land for Industrial Zone development to meet the development demand," said Chairman of the Provincial People's Committee Cao Tien Dung.

Speaking at the Conference summarizing the implementation of Resolution No. 53-NQ/TW (August 29, 2005) and Conclusion No. 27-KL/TW (August 2, 2012) of the Politburo on the socio-economic development and national defense and security assurance in the Southeast region and the Southern key economic region until 2010, with a view to 2020 in mid-July, Mr. Nguyen Chi Dung, Minister of Planning and Investment said that Dong Nai was formerly and now an industrial province. In the coming time, Dong Nai will still be basically an industrial province. However, the current planning as well as the land reserve for industrial development do not meet all the industrial development needs of the province. "This is also a challenge for Dong Nai province," emphasized Minister Nguyen Chi Dung.

Therefore, also at this conference, Mr. Cao Tien Dung, Chairman of the Provincial People's Committee proposed to the Ministry of Planning and Investment a mechanism to allow the Provincial People's Committee to report to the Provincial People's Council to make land use planning without being dependent on local laws targets assigned by the Central Government to meet the practical needs of the locality.

According to Chairman Cao Tien Dung of the Provincial People's Committee, many countries such as Japan and Thailand, there are provinces that only do industry because of their advantages and strengths. If Dong Nai develops trade, services are limited. With the advantages in industrial development but the limited area of land for industrial development is no longer available, it is very challenging.
