Policies to support the building of agricultural supply chains

 (CTT-Dong Nai) - On the morning of August 16, Vice Chairman of the Provincial People's Committee Vo Van Phi chaired a conference to review the 5-year implementation of Decree No. 98/2018/ND-CP of the Government and the 4-year implementation of Decree No. Decision No. 143/2018/NQ-HDND of the Provincial People's Council.

​In the period of 2018-2023, the entire province has 22 projects/plans associated with the participation of 16 enterprises, 20 cooperatives, 921 farms and farmer households with a scale of more than 1.3 thousand hectares and over 866 thousand chicken. The total approved funding for supporting projects is more than 63.8 billion VND, currently over 10 billion VND has been disbursed. The supporting contents include: establishing chains consultancy, support for seeds and materials through centralized services of cooperatives; supporting irrigation system materials; support technical training and the application of good agricultural practices. Mainly, the approved supply chains support implementation in the form of "Connecting manufacturers and harvesting organizations associated with the consumption of agricultural products". By the end of July 2023, the province now has 207 chains that produce and consume agricultural products.

The main target is set by 2025, the proportion of the province's agricultural product output value consumed in the form of cooperation and association will reach at least 50% of the output value of the entire industry; and support for 84 chains of production and consumption of agricultural products will be all approved.

At the conference, the opinions focused on the content of sharing experiences in building supply chains; difficulties in attracting cooperatives and investors to join the supply chains; some supply chains still lack sustainability; training for cooperative leaders needs more attention; key solutions to be implemented in the coming period should be associated with sustainable agricultural production...

Vice Chairman of the Provincial People's Committee Vo Van Phi assessed that the effective implementation of Decree 98 and Resolution 143 showed that from state agencies to enterprises, cooperatives and farmers, they all doing their parts in the implementation of these decisions. For example, the crop area with the planting area code is expanded; exporting quality livestock products to the fastidious Japanese market… showed the effectiveness of the supply chain. However, there are existing shortcomings such as slow capital disbursement; links between businesses and farmers are easily broken.

In the future, it is necessary to focus on solutions including: propagating so that businesses, cooperatives and farmers can better understand the point of effective and quick implementation of the contents that have not been effectively enforced before. In which, if you want to be long-term and sustainable, you must comply with contracts and commitments. The province requested the Department of Agriculture and Rural Development to review and coordinate with other departments, offices and localities to promptly remove problems to make disbursement more effective. State management must have a role in removing and handling cases of non-compliance with signed contracts in the spirit of sharing benefits and difficulties in the cooperation process. The Industry and Trade department is interested in trade promotion activities so that the products in the supply chain are widely promoted.
