The Government has just issued Decree 06/2022/ND-CP on regulations on mitigating greenhouse gas emissions and protecting the ozone layer.
Large-scale production facilities that generate greenhouse gas
emissions must conduct an inventory of greenhouse gases
According to the above Decree, companies with annual greenhouse gas emissions of 3,000 tons of CO2 equivalent or more or in one of the following cases: thermal power plants, industrial production establishments with total energy consumption annually from 1 thousand tons of oil equivalent (TOE) or more; freight transport companies with total annual fuel consumption of 1,000 TOE or more; commercial buildings with total annual energy consumption of 1,000 TOE or more; solid waste treatment facilities with an annual operating capacity of 65,000 tons or more must carry out an inventory of greenhouse gases.
Provincial-level People's Committees direct specialized agencies to review energy consumption data, capacity, and scale of establishments that must carry out an inventory of greenhouse gases; update and adjust the list of establishments emitting greenhouse gases and having to make an inventory of greenhouse gases in the area and send them to the Ministry of Natural Resources and Environment. The Ministry of Natural Resources and Environment shall summarize and submit to the Prime Minister for promulgation the list of fields and establishments subject to greenhouse gas inventory.
Establishments subject to greenhouse gas inventory promulgated by the Prime Minister must plan and implement mitigation of greenhouse gas emissions according to the roadmap.
