Withdrawing overdue projects
In fact, the province's seaport investment projects have been stalled for many years. In particular, there is a project that has been approved by the Provincial People's Committee but the investor has not begun construction after more than 17 years. As a result, the province's plan to develop a seaport system is being behindhand.
Dong Nai currently has more than 30 industrial parks with operating projects. This has significant potential for the operation of seaports because the demand for transporting raw materials and products for company production is quite high, and water transportation provides both volume and cost advantages.
With the strength in industrial production, Dong Nai also identifies the service sector, logistics services for industry as the province's top development priority in the coming time. Long Thanh International Airport and the seaport system have been regarded as the key to achieve this aim and create a breakthrough for the logistics industry. This requires that the seaport system needs to be invested and built quickly in the near future.
As a result, in order to solve the problem of investors being inactive and delays in project implementation impacting overall progress, Dong Nai would deal "seriously" with delayed port projects that have not been implemented in the coming time.
Nguyen Thi Hoang, Vice Chairwoman of the Provincial People's Committee, recently instructed the Department of Planning and Investment to assess seaport construction projects in the province during a meeting with departments and municipalities. For projects that have been granted investment certificates and allocated land but have not been implemented by the deadline, advise the Provincial People's Committee to withdraw the project.
Investing in connected transportation systems
Seaports have the advantage of capacity as well as transportation costs, but in order to fully exploit all its potential, a connected transportation system is a demands, particularly the road and railway systems fully and synchronous invested.
The "lesson" from the Cai Mep-Thi Vai port cluster is a clear proof for exploiting the full potential of the seaport, a synchronous transport system is required. Mr Dang Van Diem, a member of the Freight and Logistics Association, the Provincial Young Entrepreneurs Association said that the dry ports and large logistics center should be connected to the railway system. This will assist in changing the logistical services in the province. Because waterways and railways are less congested and lower operating expenses than other types of transportation.
