The 5th Dong Nai Party Executive Committee Meeting (9th Term) Takes Place

On the morning of July 12, the 9th Dong Nai Party Executive Committee Meeting took place.

The meeting was convened to assess the implementation of Resolution no. 01-NQ/TU in the first half of 2011 and to set up work programs in the second half of 2011.

Addressing the meeting, Secretary of Dong Nai Party Committee Tran Dinh Thanh affirmed that in the first half of 2011 despite difficulties and challenges concerning high inflation, soaring prices of essential commodities for production and consumption, high rise in interest rates, constant fluctuations in interest rates, shrinking credit sources, and difficulties encountered in investment-production-business activities, levels of Party Committee’s directions and the efforts of levels of authorities, sectors, and businesses caused the province’s socio-economy to grow at a steady and reasonable speed.

The growth rate rises by 13.2 percent, reaching the target set in the resolution as follows:

- Industrial production rises by 17.2 percent and more investment in high-tech projects is attracted.

- Commerce and Services achieves positive results and exports turnover in the first half of 2011 hits US$4.4 billion, up 31.4 percent over the same period.

- Agriculture-Forestry-Aquaculture production increases by 4.1 percent, exceeding the targets set in the resolution.

- The implementation of new rural area programs in typical communes shows positive results.

- People’s lives and employment become stable, and political security and social order and safety are maintained.

The meeting

However, the Secretary of Provincial Party Committee Tran Dinh Thanh stated that:

- Companies’ production and business activities are faced up with many a difficulty and need to be removed.

- Consumer price index stays high.

- Domestic and foreign investment attraction is on a big decrease as much as 65 to 75 percent over the same period.

- Investment in infrastructure is a requirement to encourage breeding.

- Compensation and site clearance for investment projects are slow, causing difficulties for investors and loss of the government budget.

The above weaknesses are due to socio-economic impact but the biggest reason is due to ineffective directions and administration in several levels of Party committees and sectors.

Thus, Secretary of Dong Nai Party Committee requested at the meeting that participants must fully concentrate on discussions, and make an analysis to find out specific solutions to successfully implementing the Party Executive Committee’s resolution.

This morning, the meeting heard a report by the Standing Committee at Dong Nai Party Committee on the adjustment of several key targets in Resolution no. 1.

Accordingly, to fully grasp of reality and effectively implement tasks the Standing Committee at Dong Nai Party Committee sets three criteria in need of adjustment as follows:

- Attracting foreign investment capital from US$1, 5 to 1.7 billion down to US$850 million.

- Attracting domestic investment capital from VND30 to 35 trillion down to VND15 trillion and local total investment capital down to VND34 trillion.

From this afternoon to tomorrow, the meeting will continue having discussions, give comments on, contributing ideas to the implementation of Resolution No. 1 by Dong Nai Party Committee, and putting forward solutions to successfully implementing the targets set in Resolution no.1.
