The 16th meeting of Dong Nai People’s Council (Session VII) closes and  a lot of important resolutions have been passed

After its three positive working days, the 16th meeting of the provincial People’s Council (Session VII) closed on the afternoon of July 16. The meeting has passed a lot of important resolutions.

Delegates vote for the resolutions by a show of hands

    Before delegates passed important resolutions and projects, the meeting had heard Chairman of the provincial People’s Committee – Vo Van Mot clarifying a number of issues concerning the 2009 socio-economic situation and putting an emphasis upon a number of issues that need dealing with in the remaining months of the year. He stated that the provincial People’s Committee should take a serious look at some economic targets which are lower than the goal plans and the same period previous years (for example, GDP growth rate reaches only 7.14%, the lowest one over the past years, at many thorny social problems which have not been tackled effectively, at the inconsistencies which have appeared in planning, at the lateness of compensation payment, site clearance, support and resettlement resulting in the fact that some projects have been carried out slowly, at resource management which has changed for the better but has failed to meet the requirements for local development and at political security and social order and safety... He added that these problems are partly caused by the impact of the financial crisis and world economic recession and by the fact that the inspection in some sectors and localities has not been conducted seriously, the fact that administrative disciplines haven’t been exercised effectively in someplace and at sometime, the fact that administrative reform has changed for the better but has not been able to meet the requirements, the fact that there has been a lack of close and timely cooperation between governmental agencies and the fact that part of civil servants lack professional skills and law policy knowledge.

    To complete targets and tasks, Chairman of the provincial People’s Committee has adopted some major solutions which need to be carried out from now to the end of 2009 as follows: focus on implementing the measures for boosting up production, business and export in the province, continue to implement the government’s demand and consumer stimulus packages effectively, contribute to the whole country’s economic downturn prevention, strengthen the management of planning, natural resources and environment, accelerate the progress of construction projects, facilitate socio-economic development, focus on dealing with social issues effectively, accelerate administrative reform, prevent corruption and wastefulness, ensure political security and social order and safety, improve leadership and managerial ability, comply with work regulations fully and keep to work schedules.

    The meeting was agreed on and decided to pass twelve important resolutions including a solution on adjusting the program of drafting the provincial People’s Council’s 2009 resolutions, four statutory resolutions on additional solutions to completing the targets and tasks of economy, society and national security and defence in 2009, on supplementary cost estimates of local earning and spending and supplementary budget balance at district levels in 2009, on some changes made to the plan of construction investment capital in 2009 and on the plan of administrative personnel in 2010; seven special resolutions on the project of converting semi-public schools in the province, on the duty of raising money for covering the treatment costs of drug-addicted prostitutes and drug addicts who are voluntary to undergo treatment and detoxification at the province’s labor education center, on promoting population and family planning programs, on adjusting province-level land use planning, on devolving tasks in how to spend the state budget on environmental protection costs in the province, on adjustments and supplements to mineral planning until 2010 and orientation to 2020 and on some types of fees and charges.

    Speaking at the closing ceremony of the meeting, Vice chairman of the provincial People’s Council – Huynh Chi Thang – said that there have remained a lot of difficulties and challenges in need of big efforts and determination of the whole political system and people in the province for the rest of the year. Thus, right after the meeting, the provincial People’s Council’s representatives and People’s Councils continued to promote their roles and responsibilities, announced the results of the meeting and set great examples to voters. Especially, to implement the resolutions of the meeting successfully, the provincial People’s Committee needs to channel all its efforts into preventing economic downturn, maintaining micro-economic stabilization, preventing re-inflation actively, caring for people’s lives, controlling and handling environmental violations, continuing administrative reform and maintaining national security and defence, political stability and social order and safety.
