This program is an activity to promulgate the Directive No.08/2007/CT-BBCVT of Ministry of Posts and Telecommunications (Presently Ministry of Information and Communications - MIC) dated August 01, 2007 on boosting information technology and communication development in rural areas and the Cooperative Program between MIC and Vietnam Farmers’ Association for the use of information technology to serve agriculture, rural areas and farmers for the 2007-2013 period.
At the conference, leaders from departments and sectors listened to reports and speeches presented by Provincial Farmers’ Association, DARD, Dong Nai Telecommunications, Economic Office of Vinh Cuu District, Xuan Tan Commune about agricultural production activities, IT application to production, the importance of applying advanced production modes to rural areas in order to improve productivity and competitiveness in the market etc
The conference drew up a plan to implement this program. In the plan, such things are focused on as: surveys and investigation on IT application at Farmers’ Associations at provincial and district levels in order to evaluate the demands for IT application in the industrialization and modernization process; construction and improvement of IT infrastructure for Farmers’ Associations at all levels; equipment and upgrade of computers at fifty-six commune cultural post-offices; training and improvement of human resources; building websites for the provincial Farmers’ Association and DARD in order to help providing information about rural development fields, law system, science, varieties of plants and domestic animals, new advances related to agriculture and rural areas. Thanks to these websites, farmers can find necessary information to facilitate their works. The plan also focuses on organization of seminars on “IT and communications to serve rural areas” in order to popularize the application of IT and communications to rural and remote areas; typical solutions to support people to apply IT and communications effectively from providers of IT and communications products etc
The conference also assigned specific tasks to the concerned parties in order to achieve the program’s goals. The goals are, by 2013, to build and develop information infrastructures for Farmers’ Associations at all levels in the province, ensuring that all the Associations will have been equipped with computers; to train and improve IT awareness for these Associations’ officials and members, to mobilize them to positively improve their IT application skills to agricultural production etc
