The Provincial People's Committee has announced the conclusion of the Vice Chairman of the Provincial People's Committee Vo Van Phi on granting licenses to exploit materials for the construction of Phan Thiet - Dau Giay Expressway under the specific mechanisms regulated in the Resolution No. 60/NQ-CP dated June 16, 2021 of the Government.

Accordingly, the Provincial People's Committee has agreed to put an area of 05 hectares in contingency planning for exploration and exploitation of leveling materials in the areas of Xuan Loc District, Cam My District and Long Khanh City, which was approved by the Provincial People's Council in the Resolution No. 184/2015/NQ-HĐND dated December 11, 2015 and by the Provincial People's Committee in the Decision No. 61/QĐ-UBND dated January 12, 2016 in order to carry out the exploration and exploitation of leveling materials for for the construction of Phan Thiet - Dau Giay Expressway under the specific mechanisms.
The Thang Long Project Management Board (under the Ministry of Transport), the subcontractors actively coordinate with the localities to locate specific locations and areas, and report it to the Department of Natural Resources and Environment for guidance on licensing procedures of mineral activities according to the specific mechanisms. At the same time, the Thang Long Project Management Board and the construction contractor are fully responsible for the quality of materials in the area allowed to exploit and use in order to put into construction of Phan Thiet - Dau Giay Expressway.
The Provincial People's Committee also assigned the Departments of Natural Resources and Environment, Planning and Investment, Construction and related units to simplify the administrative procedures for granting the licenses to exploit materials for the project. In particular, for the mineral exploration procedures, the Department of Natural Resources and Environment focuses on evaluating and arranging the exploration works in order to determine the mineral reserves in the mine, agree and submit it to the Provincial People's Committee on granting the exploration licenses within 10 working days from the date of receiving the dossier. And, for the procedures for approving mineral reserves, the Department of Natural Resources and Environment shall appraise the report on mineral exploration results to accurately determine the reserves and submit it to the Provincial People's Committee for reserve approval within 12 working days from the date of receiving the dossier.
For the procedures for appraisal of the mine design, the environmental impact assessment report and the deposit for environmental restoration, the decision on investment policy is made concurrently.
