The project of social housing has needed the area of 820 hectares.
The Vice
Chairman of the Provincial People's Committee Vo Tan Duc
directed at the meeting.
Recently, the Vice Chairman of the Provincial People's Committee Vo Tan Duc chaired a meeting with the departments and localities on the situation of planning and implementing the social housing projects in the province. According to the report of the Department of Construction, the development of social housing in Dong Nai Province has been still limited due to the difficulties in allocating the land funds and loan supports. So far, the province has had 3,771 completed social housing houses, but that have not yet met the needs of the disadvantaged in terms of housing. Regarding the implementation of social housing projects in the province, so far, only 5 projects have been completed with an area of over 4.3 hectares. There are about 13 social housing projects being deloyed with an area of more than 59 hectares and a scale of 10,746 apartments.
In the coming years, the province's demand for the land fund of the social housing will have been the area of 820 hectares. In which, the area for housing of the workers will be more than 309 hectares and the social housing for other people will be over 511 hectares. According to the Government's regulations, the projects with large land areas have had to spend 20% of the land fund in order to invest in the construction of the social housing. Through the review, the planned land areas for the social housing of the province in the period of 2021 - 2030 have fully met the demand. However, there are many projects that have been slowly implemented and have not yet allocated 20% of the land fund to the localities in order to implement the social housing projects. In addition, the profiles of the social housing projects have still complicated and the settlement period has been long, greatly affecting the progress of many social housing projects.
The Deputy
Director of the Department of Construction Le Manh Dung spoke.
According to the opinion of the localities and departments, through the waves of the Covid-19 epidemic, it is shown that the needs for the social housing, especially the worker housings have been very necessary. Therefore, it is necessary to recalculate the social housing projects accordingly in order to add it to the land use planning and plans for the next 5 - 10 years. At the same time, the province has asked the project owners to speed up the completion of infrastructure and hand over 20% of the project's land fund in order to invite the enterprises to invest in the social housing.
At the meeting, the Vice Chairman of the Provincial People's Committee Vo Tan Duc emphasized that the implementation progress of the social housing projects had been still slow. Many investors have prolonged the project and not implemented it, but they have not taken the measures to handle or propose to withdraw according to the regulations. In the period of 2014 - 2020, the construction of the social housing in the province has only reached nearly 3,500 apartments, equivalent to 16.3% of the plan. According to the Resolution of the Provincial People's Council, 2,500 apartments of the social housing will have been built in the period of 2021 - 2025 and 3,500 apartments of the social housing will have been built in the period of 2026 - 2030. In order to achieve the above-mentioned plan, the departments and localities must promptly remove the difficulties and obstacles, simplify the administrative procedures and shorten the period for processing dossiers in order that the investors can quickly deploy the social housing projects. The Dong Nai Industrial Zones Authority shall coordinate with the localities to review all established Industrial Zones and make the statistics on the worker housing projects associated with the Industrial Zones and the current situation of worker housing demand as well as when filling the Industrial Zones. Thereby, The Dong Nai Industrial Zones Authority shall evaluate and make the specific proposals on the possibility of arranging the land funds in order to build housing for workers.
