Recently, many provinces and cities have proposed to the Government to quickly approve the dossiers of the Industrial Zones (IZs) in order to deploy the construction of technical infrastructure for secondary investors to rent. This is one of the solutions to restore the economy and attract the investment. Dong Nai Province has many Industrial Zones waiting to complete the investment procedures.
According to the Dong Nai Industrial Zones Authority, on the basis of the proposal of the Provincial People's Committee, by the end of 2020 and the beginning of 2021, the Government has agreed to add 5 Industrial Zones in the province into the development planning of Vietnam's Industrial Zones. As a result, in the coming period, Dong Nai Province will have 9 new Industrial Zones (in addition to 5 Industrial Zones, there is 1 Industrial Zone under construction and 3 planned Industrial Zones have not yet established).
This area will be planned for the Xuan Que - Song Nhan Industrial Zone (Cam My District).
Eight Industrial Zones will be established soon
Currently, Dong Nai Province has been 31 Industrial Zones in operation with the occupancy rate of more than 84% and the remaining area for lease is very little. In the next 5 years, the province will still prioritize the industrial development, so 9 Industrial Zones will be added in the district-level land use plan for the period of 2021 - 2030. They include: the Long Thanh Hi-tech Industrial Zone (Long Thanh District) being invested to build the technical infrastructure and 8 Industrial Zones that have already been in the planning but not yet established, namely the Cam My Industrial Zone, the Xuan Que - Song Nhan Industrial Zone (Cam My District), the Gia Kiem Industrial Zone (Thong Nhat District), the Phuoc Binh Industrial Zone, the Long Duc III Industrial Zone, the Bau Can - Tan Hiep Industrial Zone, the Phuoc Binh II Industrial Zone (Long Thanh District), and the Phuoc An Industrial Zone (Nhon Trach District). The above Industrial Zones have had a total area of more than 8 thousand hectares.
Mr. Le Van Danh, Deputy Head of the Dong Nai Industrial Zones Authority said: “The land area in the Industrial Zones for lease is still very small. In recent period, many foreign investors have not been able to rent a large area to build their factories, causing the province to lose many opportunities to attract the capital flows into a number of industrial sectors. Therefore, establishing the new Industrial Zones and rapidly investing in infrastructure to have the land calling the enterprises for investment will help the province's industry develop and increase the export turnover and the state budget revenue.
Over the recent years, the industry sector has greatly contributed to the province's GRDP (Gross Regional Domestic Product) and currently accounted for about 62% of the economic structure of Dong Nai Province. The industrial development has also helped to create the employments for many employees inside and outside the province with stable income.
The Vice Chairperson of the Provincial People's Committee Nguyen Thi Hoang emphasized that Dong Nai Province was an area with an early process of industrial integration and development in the Southern region and was always a locality in the group of leading provinces and cities in the whole country on attracting the domestic and foreign investment in the Industrial Zones. Dong Nai Province has reached this achievement because it has many advantages in both natural and socio-economic conditions to attract the investment. In addition to the favorable geographical location, the Industrial Zones of Dong Nai Province have been established and operated with a complete and good quality infrastructure system, meeting the needs of production and business activities. In order to improve the competitiveness of Dong Nai Province according to the orientation of industrial development, the province will continue to attract the large economic corporations with potentialities in technology, finance, etc. into the Industrial Zones. In the coming time, the province will invest in many new Industrial Zones to have the large land area in order to attract the domestic and foreign enterprises.
The Industrial Zones will be quickly constructed
At the end of September 2021, Prime Minister Pham Minh Chinh chaired an online conference with the business community and localities to remove some difficulties for the enterprises in order to restore the production and business. Some enterprises and other provinces and cities have requested the Government and Ministries to quickly approve the Industrial Zone procedures so that they can invest in the technical infrastructure.
Mr. Le Van Kiem, Chairman of the Vietnam Veterans’ Business Association (VVBA), Chairman of the Board of Directors of the Long Thanh Golf Investment and Trading Joint - Stock Company (Bien Hoa City) said: “Currently, the settlement of related dossiers to the Industrial Zone investment procedures has been still very slow, greatly affecting to the enterprises that have registered to invest in the Industrial Zone infrastructure. The company is planning to invest in a number of Industrial Zone in Dong Nai Province, so the company has proposed to the Government to quickly approve the dossiers on the Industrial Zones in order to be able to soon proceed to build the infrastructure, receive the domestic and foreign investors, contributing to faster economic recovery”.
The Chairman of the Provincial People's Committee Cao Tien Dung has also proposed the Government to quickly consider and approve the dossiers of the Industrial Zones so that Dong Nai Province could urgently complete the technical infrastructure calling the enterprises for investment. The enterprises renting land for the factories in the Industrial Zones will soon go into their production, contributing to the economic development of the locality and the whole country, and creating the employments for many employees.
Regarding the above problem, the Prime Minister of the Government Pham Minh Chinh said: “The Government will devolve and decentralize for the localities to quickly establish the Industrial Zones. There are some inappropriate land regulations affecting the approval of dossiers of the Industrial Zones that will be reviewed, amended and supplemented by the Government in order to support the provinces, cities and infrastructure companies.”
