Development of a mode of collective economy in Xuan Hung commune.

Born into a family in Cuu Long delta, Dong Thap, Nguyen The Bao ,while visiting his relatives, was attracted by strips of vast hill lands having full potentialities for development of agriculture, especially of mango trees .

    Despite liking those, he found it very difficult to convince his family to make his career in Xuan Hung Commune. However, with his fondness and strong will to get well-off, he moved to Xuan Hung to make his career in 1995 though dissuaded by others. At first, due to lacking capital and not anticipating challenges and difficulties, he led a hard life; some times, he felt discouraged. Nevertheless, when feeling unable to maintain his career with mango trees, he confidently changed to conduct the mode of “ short-term effect to support long-term result” by planting banana trees between mango trees to improve his life. And then his difficulties had gradually gone with effective mode of intercrop. While his family believed that after 7 years of cultivating the mango garden they  would get big income from it, Mien Tay mango trees were not adaptable to the soil and dry weather of hill and mountain region resulting to the consequence that fruit were not much  and profits were not high. Uncontented with unobtrusive results, in 2002 he and some others in his neighborhood traveled to La Nga to learn experience from predecessors having a lot of experience in intensive mango garden growing. Returning after that study trip, he applied knowledge gained in one-hectare land to plant mangos, and the results went beyond his expectations. With those positive results, he confidently borrow bank capital to invest into his family’s mango garden in 2003. And since then not only Mr. Quyet but also a lot of households planting mangos in this region had new life thanks to profits from growing mangos. More particularly, the local authority realized this effect and made policies to timely support households planting mangos in Xuan Hung commune. He said, “with the results beyond our expectations, the local authority gave us support in establishing the mode of “high productivity club”. Thanks to it, we had a chance to exchange production experience and received bank loan as well as accessed to scientific technology advancement. Besides we were supplied with clear water to cultivate. After 3 years of operation of the club following the district’s policy, club members were aware of the solidarity and deployed creativity of club members as well as shared difficulties in production. As a result, productivity had increased gradually from 15 tons/hectare up to 35 tons/hectare.

    With what the club has done, Xuan Hung has become intensive farming region on mangos with high productivity. It annually supplies market nationwide with over 2,000 tons of mangos having high quality and nice models. Thanks to what available of the club together with district’s policy, Suoi Lon co-operative was set up with 27 members in August, 2007. Nguyen The Bao- Head of  the cooperative said, “ Allowed to establish the cooperative and elected as the head, I thought much about how to bring into full play collective power cause most of households  don’t want to join cooperative, but do business on their own. More importantly, almost all of them haven’t believed in mode of cooperative, even they have been afraid of being damaged instead of getting profits”. It can be seen that the failure of the collective economy presently has resulted from the deviatory thoughts that focus on the input profits, causing a burden of fees for farmers. In addition to those, the low-ability to access to market and low-experience in business as well as individual profit put over collective profit all have been the reasons for destroying this economy mode.

    Owing to such thinking, when establishing the cooperative, the leading board put forward operation norms including that it is imperative to concentrate on developing post-harvest technology and producing mangos in the direction of good agricultural product(GAP) as well as boost making the trade name of some fruit product lines having high quality, safety and hygiene to easily get access to market. With the aim to develop the cooperative well, the leading board also actively work following guidelines: the leading board must sacrifice individual profits and compensate small losses as well as be responsible for the output. Cooperative members don’t have to pay any fees. The leading board will not get paid until the cooperative actually do business well. Production and investment do not change. Trade is free if the cooperative haven’t had good market. In addition to those above, the cooperative are both responsible for the output and get ready to establish a workshop and a production line for preliminary treatment and package of fruit before they are supplied to market.
