Under the Decision No. 734/QD-TTg dated May 27th, 2015 by the Government, the General Planning on Social - Economic Development of Dong Nai to 2020, vision to 2025 has been amended in the contents mainly on: development perspective, development goals, break through stages for development, development direction, sectors and fields, adjusted the orientation of development space, solutions for planning implementation. Accordingly, the general development model of Dong Nai to 2020, vision to 2025 is stable development toward economic improvement and environment protection and social welfare assurance, gradually enhance the people’s living quality. The development goals of the province is to promote its advantages, maintain the rapid and stable development pace, build Dong Nai as a province of industrialization, modernization, synchronous and modern infrastructure to 2020. Speeding up the reform of economy, transferring the growth model toward the combination of depth and width, creating solid base for deep development based on the development of knowledge-based economy in the period 2021-2025.
On the basis of reviewing and evaluating the resources, the social-economic development situation, potential, advantages of the province and the effect of external factors, the specific development goals have been adjusted appropriately to the general development of the nation and the conditions of Dong Nai. Accordingly, the economic growth rate and average GRDP 2016-2020 is about 9%/year; in 2020-2025 it is 8.5-9%/year (calculating according to new method of General Statistics Office). Average GRDP per capita to 2020 reaches 5,300 USD - 5,800 USD, and 9,000 USD - 10,000 USD in 2025.
In break through development, the province should focus on traffic project connecting the development project of sea port, airport, and other projects for social welfare assurance to gradually improve the people’s life; strongly develop logistics services; IT-Communication services, especially exploring the services related to the investment implementation and operations of Long Thanh International Airport. Besides, higher priority should be given to calling social resources for HR development, especially high quality HR. The investment on industrial zone development should be according to green and synchronous development model, attracting selectively investment, giving priority to hi-tech project, supportive and green industries.
Together with rapid development of economy, industry and service, Dong Nai is also attracting labors from other provinces to come and work. It is estimated that the population scope in the province keeps increasing in next years. Currently, the population of Dong Nai is about 2.9 million people, according to the province’s calculation method, it would be 3.1 - 3.2 million in 2020; and 3.3-3.4 million in 2025.
Creating new urban and rural imagines
According to the development orientation, in next 10 years, the province will focus on building and developing 11 existing urban areas, in which Bien Hoa City will be upgraded to level I Urban Center, establish Nhon Trach City as level II Urban Center, and upgrade Long Thanh and Trang Bom Townships as level III Urban Centers. Additionally, if the conditions allow, the province will establish more 3-4 new townships (level V urban center). Boosting the implementation of new rural construction program, to 2020, the whole province will have 80% communes reaching new rural standards, and to 2025, this figures will be 85%.
According to the adjustment of planning, the province will focus on developing 3 economic zones including: Southwest Dong Nai economic zone: this is the key economic development region of the province, focusing on the development of industry - urban area - service; consist of the following areas: Bien Hoa City and Nhon Trach, Long Thanh Districts. Southeast Dong Nai economic zone: including Long Khanh Town and Trang Bom, Thong Nhat Xuan Loc, and Cam My districts; focus on agricultural development combined processing industry. North Dong Nai economic zone: including Vinh Cuu, Dinh Quan, Tan Phu districts; this region focuses on management of forest protection, water protection of Dong Nai River and Tri An hydropower Plant.
Planning on infrastructure development of Dong Nai to 2020, vision to 2025
To implement the planning, the province should call for investment capital of the whole society in period 2016-2020 at about VND296-330 thousand billion. In which, the state budget accounts for about 7-8.5%; the investment from citizen and inside and outside companies accounts for 40-42%; foreign investment accounts for 45-47%. Regarding the investment structure, it is expected that investment mobilization on agriculture, forestry and aquaculture production and agricultural services (excluding irrigation) makes up about 3-4% total investment of the whole society; attracting investment on industries and construction accounts for 57-58% and investment on services accounts for 39-40% total investment of the whole society.
For the effective implementation of planning, Vice Chairman of the People’s Committee Tran Minh Phuc emphasized that the departments, divisions, local authorities and units, based on the adjustment of general planning approved by the Prime Minister, shall review the planning at department level, district level, and if any planning is not appropriate with the general planning on social-economic development of the province, it is suggested that the competent authorities make adjustment and supplementation properly. Implementing and concretizing the goals and missions of the general planning by 5 year plans, annual plans, specific programs and projects to effectively perform.
