Sums up 5 years implementation of administrative reform in the province

On January 10th, provincial committee for administrative reform held a conference to sum up 5 years conducting the administrative reform in the province from 2001 to 2005.

Up to now, there are 12 of 23 departments and sectors, 11 of 11 districts, towns and city and 147 of 171 communes, and wards in the province which have implemented one-stop-shop structure. The Dong Nai Industrial Zones Authorities; Custom Bureau; department of industry; planning and investment; and Natural resource and environment; and People’s Committee of Bien Hoa City, Trang Bom and Xuan Loc district have well deployed this structure. Meanwhile, department of labor, Invalid and society together with 19 communes and town of Long Thanh district and 5 communes and town of Vinh Cuu district have not yet launched this structure. The authority structure from provincial level to district level has cut off 3 to 4 departments, divisions and units. Province has clearly classified and assigned duties to each level. This has limited the paradoxes in solving assignments between districts, town and city. Presently, 60% of public servants in the province have been trained in information technology. The widely application of information technology into public management has lessened the difficulties for residents and enterprises.

Chairman of Provincial People’s Committee Vo Van Mot valued that the administrative reform has played a significant role to the development of the province in recent years. He also pointed out that the speed of this reform is slow and the professional skills of public servants have not met the requirements of the reform. According to the chairman, the causes of these problems are that leaders of localities and units have not placed much attention to this reform. He suggested that in the coming time all units should strengthen rules on public management and strictly punish corrupted public servants.
