(News Portal – Dong Nai) - Following the directives of the Prime Minister and resolutions of the Provincial Party Executive Committee and the Provincial People's Council regarding the targets and tasks for 2025, including achieving a 10% economic growth rate for Dong Nai in 2025, the Chairman of the Provincial People's Committee has recently issued Plan No. 49-KH/UBND. This plan focuses on implementing prioritized tasks and solutions to drive double-digit economic growth in Dong Nai by 2025.

Each Sector and Locality to Develop Detailed Plans to Achieve 10% Growth
To meet the goal of a 10% GRDP growth rate for the province, the Chairman of the Provincial People's Committee has directed directors, heads, leaders of departments, agencies, and chairpersons of district- and city-level People's Committees to devise detailed plans for economic growth in 2025. These plans must align with the directives of the Government, the Prime Minister, the Ministry of Planning and Investment, and the resolutions of the Provincial Party Committee and the Provincial People's Council on socio-economic development in 2025.
Additionally, efforts must focus on streamlining organizational structures for increased effectiveness and efficiency. The restructuring process must be completed before February 20, 2025, as instructed by the Government Steering Committee and the Provincial Party Committee, in line with the review of Resolution No. 18-NQ/TW of the 12th Central Party Executive Committee.
Provincial leaders, in collaboration with the State Bank, will work with commercial banks to stabilize and reduce lending rates, prioritizing credit for production, business sectors, and areas that drive economic growth. Preferential credit programs, such as social housing credit packages and support for agriculture, forestry, and aquaculture, will be effectively implemented. Efforts will also focus on restructuring and effectively addressing non-performing loans to create financial resources for social development investment.
The province will review state budget revenue sources, expand the revenue base, combat tax evasion, and facilitate land-use conversions to boost land-use income. Digital transformation will be vigorously implemented, promoting cashless payments and mandating electronic invoicing across all sectors. The aim is for budget revenue in 2025 to increase by at least 10% compared to 2024. Concurrently, stringent cost-saving measures will be enforced, particularly reducing regular expenditures by 10% to allocate resources for development investment and social welfare.
Comprehensive and effective measures will be taken to stimulate consumer demand, promote the “Vietnamese People Use Vietnamese Goods" campaign, and encourage the growth of e-commerce and online payment systems.
Trade promotion will be intensified to boost exports, build high-quality Vietnamese product brands, and expand and effectively exploit new markets. Special attention will be given to providing market information and legal support in international trade and investment.
Tourism development will focus on creating tours that highlight the cultural and unique characteristics of Dong Nai. Events and tourism destinations will be organized to promote the province's image and people. Plans to address difficulties and accelerate projects in areas such as Chua Chan Mountain and Tri An Lake will also be reviewed.

Weekly and Monthly Monitoring of Tasks
For public investment disbursement, agencies will proactively develop timelines for disbursing public investment capital, setting weekly, monthly, quarterly, and yearly progress benchmarks from now until the end of 2025 for close monitoring and follow-up.
Efforts will focus on compensation and land clearance as critical bottlenecks in project implementation. Organizational structures and staff capacities will be reviewed and strengthened to handle tasks effectively. Coordination mechanisms will be established to ensure smooth land clearance processes, including solutions to shorten the time for land inventory, origin determination, and compensation planning.
Resettlement planning will be reviewed, and local resources (or temporary provincial funds) mobilized to proactively invest in resettlement areas, accelerating compensation and land clearance for projects. Challenges encountered during implementation will be promptly addressed.
The province will urgently finalize a plan to utilize land funds and generate revenue from land for socio-economic development in Dong Nai from 2025 through the 2026–2030 period. Procedures for land auctions and investor selection through bidding processes will also be developed.
Additionally, urban planning and redevelopment tasks will be prioritized to meet urban standards as required.

Efforts to implement Dong Nai's NetZero initiative will be accelerated, promoting green transformation with specific, appropriate, and effective solutions across sectors such as energy, transportation, urban development, tourism, services, and agriculture. The province will effectively implement Resolution No. 57-NQ/TW, dated December 22, 2024, by the Politburo, focusing on breakthroughs in science, technology, innovation, and national digital transformation.
Key projects and works will be expedited for early completion and utilization. Priority will be given to accelerating the construction of national key projects and major transportation projects in the province to boost socio-economic development. Urban and regional economic development will be promoted, with a focus on regional linkages. The province will propose special mechanisms and policies to the Central Government to enhance regional development and connectivity.
