Developing a Plan to Regulate Construction Materials for Key Projects

(News Portal – Dong Nai) - On February 18, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang chaired a meeting with departments, agencies, project investors, contractors, and quarry operators in the province. The meeting aimed to review the progress of addressing the demand for fill materials and construction stones for key projects in the province and the southern region.

According to the Department of Natural Resources and Environment, data collected from project investors and construction contractors indicates that for fill materials, three key projects in the province: Bien Hoa - Vung Tau Expressway, Ho Chi Minh City – Ring Road 3, and Component Project 1A (Tan Van - Nhon Trach section)—require over 5.7 million cubic meters for construction work. Currently, the Provincial People's Committee has issued permits for two extraction sites in Long Thanh District and Bien Hoa City to supply material for the Bien Hoa - Vung Tau Expressway project, with reserves exceeding 1 million cubic meters. Additionally, contractors have managed to regulate and utilize approximately 200,000 cubic meters of fill material for project construction. However, there remains a shortfall of over 4.3 million cubic meters of fill material needed for these projects.

To meet construction demands, contractors have proposed two new extraction sites in Cam My District and four sites in Phuoc Tan Ward, Bien Hoa City. If these sites complete the necessary procedures and begin operations, the remaining shortfall of fill material would be reduced to about 1.8 million cubic meters.

For construction stone, the province's key projects require over 7 million cubic meters, while southern region projects require more than 3 million cubic meters.

Discussions with quarry operators revealed that 23 quarries in the province are well-positioned to supply materials for these projects. The licensed extraction capacity of these quarries totals over 20 million cubic meters, with an anticipated extraction volume of approximately 8 million cubic meters in 2025, similar to 2024. Quarry operators have committed to prioritizing supply for key projects.

Vice Chairwoman Nguyen Thi Hoang concluded the meeting by emphasizing that while the aggregate data on the demand for fill materials and construction stone is now available, she urged relevant units to develop detailed monthly and quarterly demand plans for each project to enable appropriate adjustments.

The Department of Natural Resources and Environment was tasked with expediting licensing procedures for the proposed extraction sites. Contractors were encouraged to continue surveying and proposing additional suitable extraction sites for fill material to support project construction.​

Regarding construction stone, Vice Chairwoman Nguyen Thi Hoang emphasized prioritizing quarries in Phuoc Tan and Tam Phuoc Wards to serve the Long Thanh Airport project and the Bien Hoa - Vung Tau Expressway.
