Director of the Provincial Land Fund Development Center, Mai Phong Phu, reported that following the directives of the Provincial People's Committee, the center has finalized a draft plan for land auctions in 2025. The plan proposes the auction of land use rights for 17 plots that are largely qualified, with a total area exceeding 185 hectares and an estimated value of nearly VND 2.4 trillion based on the current land pricing framework. According to the timeline, three plots will be auctioned in the second quarter, ten in the third quarter, and the remaining plots in the fourth quarter.
In addition, three large plots of land prioritized by the province are being expedited for procedural completion to be put up for auction this year. Another 11 plots, currently undergoing procedural reviews by local authorities, may also be auctioned in 2025. If all preparations are completed, a total of 31 plots could be auctioned this year, with a combined estimated value of over VND 11.5 trillion, representing an increase of 14 plots compared to the initial proposal.
The Provincial Land Fund Development Center also highlighted several challenges that need resolution to ensure the plots meet auction requirements. These include plots lacking detailed 1/500 planning that need expedited procedural completion, rubber plantation areas that have not yet been cleared, and delays in determining starting prices due to a limited number of valuation consulting firms.
Vice Chairman Ho Van Ha emphasized that land auctions are a critical task to address land demand for residents and businesses, support urban development, and generate financial resources for infrastructure projects that drive socio-economic growth.
The provincial leadership issued the following directives: Department of Construction must compile a list of plots requiring 1/500 detailed planning; Department of Finance must work promptly with Dong Nai Rubber Corporation (a one-member limited liability company) to address the recovery of rubber plantation plots; Department of Planning and Investment must identify projects requiring investment proposals; Provincial Land Fund Development Center must refine the 2025 land auction plan to be more specific, with clear allocation of responsibilities, timelines, and objectives; the Office of the Provincial People's Committee is tasked with reviewing and comparing the functional roles of the Dong Nai Land and Housing Geotechnical Center and the Provincial Land Fund Development Center in land valuation consulting to advise the Provincial People's Committee on selecting the appropriate unit for this task.
For specific plots, the following responsibilities were assigned: Department of Natural Resources and Environment will lead efforts to ensure the procedural readiness for the auction of a plot over 100 hectares at Nui Chua Chan in Xuan Loc District; Department of Construction will oversee procedural preparation for the auction of two plots measuring over 77 hectares and nearly 37 hectares in Long Thanh District. In addition, 17 plots already deemed largely qualified will be managed by the Provincial Land Fund Development Center for auction.
