Remove difficulties for transport enterprises

The Department of Transport has just organized a dialogue program with transport enterprises and cooperatives in 2022. The program has been held annually since 2013 to date to meet and interact with businesses and cooperative of Transport to listen and learn the problems that the units have encountered in the process of production and business activities and to solve the difficulties for them.

Remove problems for transport businesses

 

At the dialogue, Xuan Loc Transport Service Cooperative and Thong Nhat Transport Service Cooperative jointly proposed to the authorities to reconsider the collection of bus tolls to be in line with reality. In response to this issue, Mr. Le Van Duc, Head of Transportation Division, Department of Transport, said that the Provincial People's Committee has issued a decision on specifying the price of vehicle service charges. On that basis, the transport unit and the bus station management unit will work and agree with each other to have an appropriate form of toll collection. Therefore, the transport unit should come to work directly with the bus station management unit and in the process of continuing to encounter difficulties and problems, report them to the Department of Transport for timely support.

 

Also related to the bus problem, Mr. Duong Manh Hung, Deputy Director of the Department of Transport said that transport units that have built an operation plan must apply it correctly. In the process of operation, if the plan is not suitable with reality, then register it with the competent authority to apply for adjustment.

 

Many businesses and cooperatives have the same opinion about the time to issue badges for cars for transportation business. Regarding this issue, Mr. Le Van Duc, Head of Transport Division, Department of Transport answered, Decree No. 10/2020/ND-CP dated January 17, 2020 of the Government and Circular No. 12/2020/TT - The BGTVT dated May 29, 2020 of the Minister of Transport clearly stipulates: Badges issued to automobiles doing transport business, badges issued to transit vehicles are valid for 7 years or at the request of the transportation business (recommended time is from 1 year to 7 years) and must not exceed the useful life of the vehicle. The "fixed-route vehicle" badges issued to vehicles to increase passenger clearance during the Lunar New Year Holidays are valid for no more than 30 days; holidays, New Year's Eve and national high school exams, university and college admissions valid for no more than 10 days. Transport businesses themselves base on regulations to do it properly.

 

Mr. Nguyen Tat Thanh, Director of Van Thanh Phuc Co., Ltd., Long Thanh District said, the regulation that drivers are not allowed to drive continuously for 4 hours is not consistent with reality. Specifically, the company assigns staff to drive containers to transport import and export goods from Cat Lai Port through the following areas: Ho Chi Minh City, Binh Duong, Dong Nai with a total length of about 100 km. Driving on the road often encounters traffic jams and traffic jams. Therefore, the above time regulation is not reasonable and affects the business activities of the unit. Mr. Thanh suggested the authorities should consider this case.

 

Responding to Mr. Thanh's problem, Mr. Le Van Duc, Head of the Vehicle Transport Division, Department of Transport said that the Road Traffic Law stipulates that the working time of a car driver must not exceed 10 hours in a day, and the drivers must not drive continuously for more than 4 hours. Before promulgating the regulations, the authorities have also carefully studied the working time as well as the rest time of the driver to ensure health and safety when participating in traffic. Therefore, the company needs to stipulate the Road Traffic Law and develop a suitable and effective business plan.

 

Mr. Duong Manh Hung, Deputy Director of the Department of Transport added: “In the immediate future, the transport unit must strictly comply with the law. The Department of Transport will record and transfer comments to relevant authorities and the Ministry of Transport for consideration and adjustment of regulations accordingly in the near future.

 

Announcement of new regulations

At the dialogue, the Department of Transport also spent time to inform about the management of transport business activities in the province from the beginning of 2022. At the same time, information on some new regulations according to the roadmap in Decree No. 10/2020/ND-CP dated January 17, 2020 of the Government and Circular No. 12/2020/TT-BGTVT dated May 29, 2020 of the Government. Minister of Transport for enterprises to timely realize and strictly comply with the provisions of law.

 

Some new regulations take effect from July 1, 2022. For example, enterprises and cooperatives operating in passenger transport business by bus must provide information (including: name of the business, transport cooperative; full name of the driver; vehicle number plate; route of operation; hours of operation); departure time) on the transport order of each vehicle through the software of the Ministry of Transport.

 

Before the bus leaves the station, enterprises and cooperatives doing business in passenger transport by car along fixed routes shall provide information (including: name of bus station; name of business, transport cooperative; full name of driver; vehicle number plate; operating route; departure time; actual number of passengers when the vehicle departs) on the transport order via the software of the Ministry of Transport.

 

Before carrying out the transportation, the freight transport business unit must provide all the minimum contents of the Transport Certificate (Transportation Permit) through the software of the Ministry of Transport. In addition, the transport business unit must make and update fully the regulations on the operation of the vehicle and driver under the unit into the vehicle history and driving practice record. From July 1, 2022, the update is done through the software to manage transport business by car of the Ministry of Transport.

 

Mr. Duong Manh Hung, Deputy Director of the Department of Transport emphasized: "We hope that transport enterprises and cooperatives will know the new regulations and strictly abide by the law in the near future, do not let them violate and be fined because that will affect the business of the enterprise”.
