Improving the performance of Public Administration Reform

​With the impressive implementation of PAR in 2017, the PAR in the province is driving the improvement of this work in all areas. This is also considered a "breakthrough" having direct impact on the socio-economic development of the province in the future.


 

​Significant improvement in the implementation of administrative procedures

 

According to Deputy Director of Department of Home Affairs Ta Quang Truong, the indexes of all 6/6 indicators of PAP including: participation of people at grassroots level, transparency, accountability, corruption control, administrative procedures and public service of Dong Nai have increased compared to those in 2016. In particular, the index of administrative procedures reform remarkably increased from the average rank to the top six provinces and cities leading the country with 7.43 points (up 15%). Thanks to the positivity and high determination in improving public service quality and convenience for people, over 85% of respondents expressed satisfaction with the quality of public services and the handling of administrative procedures. The over 91% of people are satisfied with the results of handling administrative procedures they receive as well as the attitude of cadres and civil servants.

 In addition, it is the indicator of "accountability for making explanatory statements toward the people" that is highly appreciated in terms of improving the efficiency of management and public administration performance in Dong Nai in 2017. This indicator is assessed based on three criteria: the effectiveness of people's interaction with the authorities; the active participation of the authorities in the resolution of complaints and denunciations of the people and the efficiency of the People's Inspection Boards. In particular, the increase of this index of Dong Nai to 22.9% (up 0.97 points) is the highest increase throughout the country. This is evidenced by the fact that the government always praised the support in removing difficulties in the production and business activities of enterprises. Especially, the direct working sessions between the provincial leaders and the enterprises have increased the level of understanding and timely support. Vice Chairman of the provincial People's Committee Tran Van Vinh said that the province used to hold general working sessions. However, this year, with the spirit of innovation, the province organized working sessions intended for each type of enterprises, according to each group of interest in a straightforward and transparent spirit. "The problems that enterprises addressed may be the results of inadequate provisions of law or misunderstandings between enterprises and officials in charge. The mission of the province is to provide maximum support to the business in accordance with the law, holding more working sessions to timely address the needs, contributing to the development of enterprises and promoting the investment environment of the province," said Vice Chairman of the provincial People's Committee Tran Van Vinh.

To further accompany the people and businesses, since the beginning of the year, the province has reviewed, amended, and published 1,725 administrative procedures applied at 3 levels. The work of reviewing, modifying, supplementing and removing unsuitable procedures has increased the rate of timely processing dossiers by departments in districts, Long Khanh town and Bien Hoa city is over 95%.

Continue to create breakthrough

2018 is defined as the hinge year to implement the resolution of the Party Congress at all levels. Particularly, the PAR program is identified as a "breakthrough" having direct impact on the socio-economic development of the province. The mission to increase PAR indicators, provincial competitiveness, and governance and public administration performance also catches the attention of the provincial departments. Based on the results of the newly released index to identify the constraints in the areas under the responsibility of each level, improving the indicators with low index is one of the tasks emphasized by the provincial leaders.

In addition, the implementation of the PAR indicators should be thoroughly disseminated to all cadres, civil servants and officials of agencies, units and localities in order to improve their responsibilities. In particular, it is important to pay attention to new criteria of the indicators such as PAR assessment through outputs and products (not just based on performance); the number of public business units implementing the financial management enterprise-like mechanism, the rate of online application level 3, 4; The rate of investment attraction, the rate of newly established enterprises...

One solution proposed to improve the quality of PAR implementation is to further enhance the inter-agency mechanism. At the provincial level, there is a link between the Department of Natural Resources and Environment and the People's Committees of districts and communes to process 26 land procedures; between Department of Planning and Investment with the Department of Taxation to handle 31 procedures in the field of business registration and tax code; between the Department of Natural Resources and Environment and the Department of Taxation to deal with 22 procedures of issuance of land use right certificates and determination of financial obligations; between the Department of Labor, War Invalids and Social Affairs and the Department of Justice to deal with the issuance of foreign work permits and the issuance of judicial records, translation services ...

With the determination to create a breakthrough in public administration reform, public service provided to the people, the model of "Non-administrative boundaries" and public services through 1022 telephone exchange will be continued to reduce the burden on the reception and return unit, to improve the quality of PAR implementation, to better meet the needs of people and enterprises.

Thanks to the synchronous implementation of PAR solutions, the index of province's administrative procedures has increase dramatically. Particularly, 4 highly appreciated procedures include: judicial authentication, construction permit, land use right certificate and administrative procedures at commune and ward level; 3 over 4 factors are highly satisfactory (over 92%) including the timely results of processing dossiers, capacity and qualifications of civil servants ...
