More resources to invest in the development of the transport infrastructure system

​The auction of land use rights for the land areas adjacent to the exploited traffic projects will be reused for transport infrastructure development projects in the province, which are in great demand for investment.

The project of upgrading and expanding provincial road 769 is one of the approved projects to exploit the land fund in the vicinity.

Collected more than 42.5 trillion VND from land fund auction

 Currently, a series of national key transport infrastructure projects are being implemented in the province such as Long Thanh International Airport, Phan Thiet - Dau Giay expressway, Ben Luc - Long Thanh, Bien Hoa - Vung Tau, Ring Road 3 - HCMC. These projects are expected to create a breakthrough in the development of Dong Nai in particular and the Southeast region in general. However, to be able to take full advantage of the main traffic routes invested by the central government, Dong Nai must perfect the connecting traffic infrastructure system. This requires a huge amount of provincial resources. In the context of limited budget capital, Dong Nai is required to find other resources to invest in improving the local transport infrastructure system.

One of the solutions that are considered to have many advantages in creating investment resources is the exploitation of the land fund in the vicinity of the provincial transport projects that will be implemented in the near future. According to Vice Chairman of the Provincial People's Committee Vo Van Phi, exploiting the land fund in the vicinity of traffic projects will help create capital to reinvest in the development of the transport infrastructure system in the province. At the end of December 2022, the Provincial People's Committee officially approved 6 projects to exploit the land fund in the vicinity of traffic projects to create capital to develop road infrastructure assets in the province, including: project of upgrading and expanding Ngo Quyen street, Long Khanh city; the project of upgrading and expanding provincial road 769 in the areas of Long Thanh and Thong Nhat districts; traffic projects in Vinh Cuu area; traffic projects in the area of Cam My; the project of upgrading and expanding provincial road 773 in the areas of Xuan Loc and Cam My districts and the investment project of building provincial road 770B in the districts of Dinh Quan, Thong Nhat, Cam My, Long Thanh and Long Khanh city.

With 6 approved projects, it is expected that 21 adjacent land plots will be exploited with an area of more than 1.5 thousand hectares. It is expected that the cost of site clearance in the vicinity of the 6 projects to exploit the land fund is more than 8.3 trillion VND. It is expected that the proceeds from the auction of land use rights for the exploited land plots are more than 42.5 trillion VND.

 Prioritize resettlement for people

 For a long time, transport infrastructure projects have always encountered a big "bottleneck" which is site clearance. With the characteristics of a long alignment, the number of households affected when implementing transport infrastructure projects is very large, which is also one of the reasons why the site clearance work is often delayed and prolonged.

Therefore, with the implementation of exploitation of land areas adjacent to traffic projects, the number of affected households will also increase greatly.
With 6 projects to exploit the land fund in the vicinity of traffic projects approved, it is estimated that hundreds of more households will have their land acquired. Therefore, the work of compensation, site clearance and resettlement for people is also facing great pressure.

 In the approved projects, the Provincial People's Committee has also asked the localities to invest in building and completing the infrastructure of resettlement areas to serve the land acquisition. Therefore, localities with projects passing through are also speeding up in planning and building resettlement areas to arrange for people whose land is acquired.

 
Among the 6 projects on land fund exploitation in the vicinity of traffic projects, in Long Khanh city, there are 2 related projects including the project of upgrading and expanding Ngo Quyen street and the investment project to build provincial roads 770B. As expected, with these projects, there will be 2 land plots to be exploited to generate capital. Mr. Nguyen Minh Tuan, Head of the Department of Natural Resources and Environment of Long Khanh City, said that for the investment project to build provincial road 770B, the mining land area is about 29ha in Suoi Tre ward. However, this entire area is rubber land, so the locality does not have to carry out resettlement. Meanwhile, for the project of exploiting the land fund in the vicinity of the project of upgrading and expanding Ngo Quyen street, the mining land area is about 38ha. "For this project, households that need to be resettled will be resettled in the already built resettlement area in Bao Vinh ward," said Mr. Nguyen Minh Tuan.
For Cam My, this locality will have 7 land plots with an area of more than 530ha that are exploited under traffic projects in the district, upgrading and expanding provincial road 773 and investment project to build provincial road 770B.

Vice Chairman of the People's Committee of Cam My district Le Van Tuong said that to serve the land acquisition of traffic projects and projects to exploit the land fund in the vicinity of traffic projects in the area, the locality has carried out a review of resettlement needs as well as the number of land plots in the resettlement areas invested and built in the area. Accordingly, the need to arrange resettlement is more than 304 households, while the number of vacant resettlement land lots in the area is 72 lots. "With the lack of quantity, the locality now also has a plan to build resettlement areas and will deploy infrastructure construction of these resettlement areas to serve people in the coming time" - Mr. Le Van Tuong said.
