On March 17, the Government issued a program to prevent and control the Covid-19 epidemic during 2022-2023. The goal of the Program is to ensure coverage of the Covid-19 vaccine. Specifically, by the end of the first quarter of 2022, it is necessary to complete the 2nd injection for people from 12 years old to under 18 years old, the 3rd injection for people aged 18 years and older upon the vaccination schedule, except for those with contraindications to vaccination; ensure adequate vaccines and complete vaccination for children from 5 years old to under 12 years old by September 2022.

All vulnerable groups such as the elderly, people with underlying medical conditions, people with disabilities, pregnant women, helpless people, orphans, ethnic minorities, and migrant workers residents in urban areas, etc. are guaranteed access to health services.
As for vaccination, the Government proposes to urgently study vaccination with the 4th dose for adults and the 3rd dose for children from 5 years old to under 18 years old and vaccinate children from 3 years old to 5 years old.
Create all favorable conditions, speed up production, technology transfer, outsourcing and domestic vaccine production as soon as possible. Deploying the application of the national population database to update information on people who have been vaccinated against Covid-19, monitor the coverage rate of the Covid-19 vaccine and serve the distribution of vaccines in a reasonable and effective manner.
Implement the connection of the national population database with the vaccination database to accurately calculate the vaccination coverage rate.
In addition, relevant ministries, branches, localities, agencies and units are responsible for closely monitoring the epidemic situation in the world and in the country; promptly amend, supplement and update professional guidelines to ensure the correct motto of safe and flexible adaptation, effective control of the epidemic, and at the same time economic recovery and development.
Flexible implementation of the principle of "prevention - detection - quarantine - zoning - stamping out" according to the narrowest possible scale and scope, in line with the epidemic's development; flexibly apply the anti-epidemic formula "5K + vaccine + treatment drugs + technology + people's awareness + other measures". Research, evaluate and base on the epidemic situation to switch measures to prevent and control the Covid-19 epidemic from a group A infectious disease to a group B infectious disease.
