period.
Vice Chairman Vo Van Phi speaking at the meeting
According to the consulting unit's report, in August 2024, the Provincial People's Committee issued a document approving the policy and content for adjusting and supplementing the land price framework for the 2020–2025 period, extending its application until the end of 2025. Three main contents were approved by the Provincial People's Committee:
amend and supplement regulations in the land price framework to align with the 2024 Land Law and the practical application of the land price framework; review and adjust the groupings of communes and correct the names of starting and ending points in communes undergoing administrative reorganization; review and add regulations for newly developed roads.
A notable point in the consulting unit's report is the adjustment of land prices in four industrial parks, with increases ranging from approximately 17% to 43%. Specifically: Ho Nai Industrial Park: Increased from 1.7 million VND/m² to 2 million VND/m²; Thanh Phu Industrial Park: increased from 2.1 million VND/m² to 2.7 million VND/m²; Ong Keo Industrial Park: increased from over 1.5 million VND/m² to over 2 million VND/m²; Dau Giay Industrial Park: increased from over 1.2 million VND/m² to 1.8 million VND/m². A new land price framework has been introduced for the Amata Long Thanh High-Tech Industrial Park, set at 2.8 million VND/m², marking an increase of nearly 22% compared to the previous proposal.

At the meeting, stakeholders agreed on the necessity of adjusting and supplementing the land price framework, especially for industrial land, which is currently undervalued. This adjustment serves as a foundation for developing the annual land price framework applicable from 2026. However, some participants suggested a more comprehensive adjustment, such as increasing prices uniformly by a coefficient or percentage across all industrial parks to ensure business consensus and avoid inconsistencies in pricing among different areas.
After hearing opinions from departments, sectors, and the consulting unit, Vice Chairman Vo Van Phi supported the addition and adjustment of the land price framework for new roads and resettlement areas. Regarding industrial land prices, the Department of Natural Resources and Environment will continue to collaborate with the consulting unit to calculate appropriate adjustments. The province's stance is to ensure that any increase reflects accurate and sufficient revenue collection from land, fostering stable development for businesses.
