Dong Nai Province Aims to Enhance the Efficiency of Groundwater Resource Management

(News Portal – Dong Nai) - On the morning of November 27, Vice Chairman of the Provincial People's Committee Vo Van Phi chaired a meeting to review reports from departments, sectors, and agencies on the progress of drafting a Directive to enhance the efficiency of groundwater resource management.

Mr. Nguyen Ngoc Hung, Deputy Director of the Department of Natural Resources and Environment, stated that in recent times, the state management of groundwater resources and compliance with regulations on groundwater exploitation and use in Dong Nai Province have been implemented in accordance with the law, showing positive changes. However, there remain inadequacies and inconsistencies in the coordination and advisory processes of the Provincial People's Committee in executing state management functions to protect groundwater. Additionally, the pace of investment and expansion of clean water supply infrastructure has been slow, failing to meet the water demands for production and living needs of organizations and individuals, especially for residents' domestic use.

To enhance state management efficiency in groundwater protection, proactively respond to climate change, ensure water security, and safeguard public health, the Department of Natural Resources and Environment has drafted a directive to improve groundwater resource management efficiency in Dong Nai Province.

The Directive consists of 18 sections, outlining the responsibilities of state management agencies, organizations, and individuals in using groundwater as stipulated by the Law on Water Resources, effective from July 1, 2024. It also specifies prohibited acts, restricted areas, and measures to protect water resources.

After listening to discussions from departments, sectors, and localities, Vice Chairman Vo Van Phi emphasized that water is a resource, and its management, exploitation, and use must adhere to the provisions of the 2023 Law on Water Resources. In addition to the law, the Provincial People's Committee proactively drafted and issued a Directive to enhance management efforts, integrating efficient exploitation with restoration and regeneration.

This Directive serves as a legal basis for departments, sectors, residents, and enterprises to manage, exploit, and use groundwater. The Department of Natural Resources and Environment will finalize the Directive based on contributions from departments, sectors, and localities, then submit it to the Department of Justice for evaluation before collecting opinions from members of the Provincial People's Committee prior to its issuance.
