Accelerating the Progress of General Planning and Zoning for Urban Areas

(News Portal – Dong Nai) - On October 31st, Chairman of the Dong Nai Provincial People's Committee, Mr. Vo Tan Duc, chaired a meeting with departments, agencies, and localities to discuss the progress of general planning and urban zoning in the province.

In his remarks, Chairman Vo Tan Duc emphasized that the provincial leadership places great importance on urban planning management following the approval of the provincial planning. This serves as a foundation for attracting investment, making the preparation, submission, and approval of plans urgent matters.

Chairman Vo Tan Duc stressed that all levels, sectors, and localities must shift their mindset and create breakthroughs in planning. Planning must have a long-term and synchronized vision, maximize value, and develop modern, green urban areas and residential areas that have unique, distinctive features and consider sustainable development for the future.

Regarding the timeline, the general plans for the urban areas of Bien Hoa, Nhon Trach, and Trang Bom must be submitted to the Ministry of Construction for appraisal in December 2024. Specifically, the general plan for Long Thanh must be submitted for reviewing in June 2025.

The urban zoning plans for Bien Hoa and Nhon Trach must be approved before December 2025; Long Khanh before June 2025; and Long Thanh before June 2026.

The Department of Construction is tasked with completing the organization and drafting of architectural management regulations for urban and rural areas in the province by the fourth quarter of 2025. The Department of Planning and Investment will guide localities in registering public investment funds to implement the planning process. The Department of Natural Resources and Environment will develop land-use plans that align with urban and construction planning for each locality.

According to the Department of Construction, the provincial plan for the 2021-2030 period, with a vision to 2050, projects that by 2030, Dong Nai will have 19 urban areas, including 1 first-class city, 2 second-class cities, 1 third-class city, 7 fourth-class cities, and 8 fifth-class cities. By 2045, the province will expand to 26 urban areas, including 3 first-class cities, 1 second-class city, 1 third-class city, 7 fourth-class cities, and 14 fifth-class cities.

Currently, the construction sector is preparing plans for the period up to 2045, categorizing the 26 urban areas into two groups: Group 1 includes 6 cities that require zoning plans; Group 2 includes the remaining cities that do not require zoning plans.

Thus, from now until 2030, the province must prepare general plans for 19 urban areas and 60 urban zoning plans. From 2030 to 2045, the remaining urban areas will continue to be planned in line with the province's urban development program, bringing the total number of planned urban areas to 26.

In addition, the responsibility for organizing urban and rural planning in each locality, as stipulated by the Urban Planning Law and the Construction Law, along with the strategic breakthrough tasks and key projects identified in the provincial plan, demands an acceleration in the progress and quality of the planning work. Particularly important is the need to complete zoning plans at a 1/2,000 scale to attract investment in projects such as the Bien Hoa dual purposes airport, the chain of urban areas along the Dong Nai River, and industrial zone planning, among others.​
