Department of Labor, War Invalids and Social Affairs is the focal point to receive applications, consult related industries and advise the provincial People's Committee to approve foreign experts and high-tech workers working in enterprises located outside industrial zones.

For other cases, assigning responsibilities to the Department of Foreign Affairs based on the functions and duties assigned, coordinating with the concerned Departments and branches to advise the Provincial People's Committee to consider and handle according to regulations.

Department of Health takes the lead and coordinates with Industrial Zones Authority, Department of Labor, War Invalids and Social Affairs, Department of Foreign Affairs to guide enterprises with foreign experts and high-tech workers to work in The province implemented isolation measures as prescribed.

Agree on processing the application file for the business within 5 working days from the day the focal point receives the full file of the enterprise; The focal point is responsible for consulting the relevant units, considering and advising the provincial People's Committee. Within 3 working days, the Provincial People's Committee Office is responsible for appraising and submitting to the Chairman of the Provincial People's Committee to sign and issue a written reply to the enterprise.
