On the afternoon of June 5, the provincial Department of Justice and Social Insurance co-organized a signing ceremony of the Regulation on coordination of birth registration, issuing health insurance cards for children under 6 years of age in Dong Nai province.
Accordingly, after the person who submits the application, cadres and civil servants who are assigned to receive the dossier at the receiving and returning section of the People's Committee of district and commune levels (referred to as focal point officers) - are responsible for examining and receiving the related documents to ensure they are complete and compliant with regulations and transfer them to relevant departments and individuals for handling according to the process. Civil servants who working in civil registration at the Department of Justice of districts and cities and the People's Committee of the commune shall carry out the birth registration for children on the electronic birth registration software of the civil status registration and management information system, and then return the birth certificate to the focal point officers.
Upon that basis, the focal point officers shall access the birth registration software to update, complete the registration information for children's health insurance and transfer data to the health insurance card issuing system. The social insurance agency will receive the birth registration data to process medical insurance application for children under their authority and transfer children's health insurance cards through the public postal service to the focal point officers to return the results to the applicants.
According to the coordination regulations, in order to effectively implement the connection of birth registration data for the issue of health insurance cards for children under 6 years old, the provincial Department of Justice and Social Insurance are responsible for guiding cadres and civil servants in civil civil registration at the Department of Justice, districts, cities and People's Committee of the commune; officials and employees of social insurance agencies of districts and cities shall carry out birth registration and issue health insurance cards on the civil registration and management information system with the health insurance card issuance system. Particularly, the provincial Social Insurance will review and supplement medical examination and treatment facilities in the province which have signed medical examination and treatment contracts with the social insurance agency but are not included in the list of medical examination and treatment on software, etc.
Speaking at the signing ceremony, representatives of the provincial Department of Justice and Social Insurance expressed their determination to coordinate well to ensure the best interests of children under 6 years of age in the field of justice and health care.
