REPORT ON SOCIO-ECONOMIC OVERVIEW OF SEPTEMBER AND THE FIRST NINE MONTHS OF 2010
THE OVERVIEW:
I. ECONOMY:
1. Manufacturing:
1.1. Industry - construction:
The gross output estimated in the first nine months is 78,425 bill. dongs (at fixed 1994 price), getting 77.3% of the plan, rising 17.4% compared to the same period.
a. Industrial manufacture:
The estimated industrial output in the first nine months of 2010 is 75,110.7 bill. dongs, up 17.4% over the same period or 77.3% of the plan.
Specifically, the Central State Ownership gains 6739.4 bill. dongs, up 1.5% over the same period or 71.7% of the plan. Ten out of thirteen secondary industrial sectors and 27 enterprises have their production output increased while the remainings have the output decreased or equaled over the same period.
The local State ownership gains, 2127.8 bill. dongs , up 2% over the same period. .Seven out of eleven secondary industrial sectors and 11/20 enterprises have their production output increased while the remainings have the output decreased or equaled over the same period.
The non-state ownership gains 9652.3 bill. Dongs, up 18.1% or 74.8% of the plan. 21/21 secondary industrial sectors and have their production output increased, in which those producing food/beverage, machinery/equipment and furniture get the high increase (14.6%, 20.1% and21.6% respectively).
The foreign ownership achieves 56,591.2 bill. dongs, or 20.2% as much as the same period and 79% of the plan. 21/22 secondary industrial sectors have their production output increased while the remaining has the output decreased over the same period.
· Key industrial sectors:
In the first nine months, eight out of nine industrial sectors all over the province have their output value increased against the same period as followed:
+ Building material exploitation and production: the output goes up 14.6% over the same period
+ Agricultural produce and foods processing: the output increases by 21.6% against the same period
+ Textile, garment and footwear: the output increases by 20.6% against the same period
+ Wood and bamboo processing: the output increases by 17.9% against the same period
+ Paper and Publishing: the output increases by 5.9% against the same period
+ Chemicals, rubber and plastic: the output increases by 9.9% against the same period
+ Machinery: the output increases by 19.2% against the same period
+ Electricity and Electronics: the output increases by 8.9% against the same period
+ Power and Water: the output is just as 64.9% as much as the same period.
b. Construction:
In the first nine months, the construction sector gains 3315 bill. dongs, up 15.3% over the same period (at constant price)
1.2. The output value of the agriculture, forestry and fishery:
The value is, in the first nine months, estimated at 5557.4 bill. dongs ( at 1994 fixed price), achieving 70.7% the plan, up 2.5% over the same period. Specifically, the agricultural value is 4966.3 bill. dongs, achieving 70.1% of the plan, up 1.9% over the same period including 3100 bill. dongs from farming (67% of the plan, 96.5% over the same period), 191.3 bill. dongs from service (63.7% of the plan, up 17.9% over the same period) and 1675 bill. dongs from breeding (77.6% of the plan, up 11.6% over the same period). The output value of forestry is put at 81.9 bill. dongs (99.5% of the plan, up 7.2% over the same period) and that of fishery is put at 509.2 bill. dongs (73.8% of the plan, up 8.8% over the same period)
1.2 Agricultural production:
a/ Farming:
Annual plant area: the total planted area in the first nine months is 111,895ha, gaining 94.9% of the plan and 95.2% as much as the same period. This area includes 37,021ha for winter/spring season, (99.9% of the plan, up 3.6% over the same period); 74,874ha for summer/autumn season (92.6% of the plan, or 91.5% over the same period).The area for summer/autumn season is reduced compared to the same period due to prolonged dry season and some areas of annual plants have low economic efficiency so farmers have changed to more productive perennial plants).
Productivity of Winter/spring paddy: thanks to good seeds and proper application of plant care, watering and pest control techniques, the productivity rises compared to the same period: rice 55.4 quintals/ha (100% of the plan, up 0.6% over the same period) and corn 72.3 quintals/ha (96.3% of the plan, or 99% over the same period);
b/ Breeding:
Enhance the supervision of epidemic diseases to early detect them and have proper solutions; strengthen veterinary work in localities and maintain hot-lines to receive “hot” information about any epidemic that can break out
Vaccination: 36846 doses given to buffaloes and cows and 838,317 to pigs to protect themselves against foot and mouth disease; 2,695,509 to fowls against Newcastle disease, and 42,388 doses against H5N1, 2000 doses against H5N2 ...
2. Trade and service,:
2.1.1 Domestic market:
Total estimated retail sales value in the first nine months is 37,784.3 bill. dongs, 66% of the plan, up 25.6% over the same period, of which Trade sector, restaurant –hotel sector, service sector and tourism sector gain 30,997.6 bill. dongs (up 25.2%), 2871.1 bill. dongs (up 32.1%), 3898.8 bill. dongs (up 24.2%) and 16.9 bill. dongs (up 27.8%) respectively.
State economic sector: Estimated total retail sales is 2,717.4 bill. dongs, achieving 70.9 % of the plan and up 17% over the same period.
Non state economic sector:
Total retail sales is estimated 32,802.3 bill. dongs, achieving 64.9% of the plan and up 26.7% over the same period.
Foreign-invested sector:
Total retail sales is estimated 2,264.6 bill. dongs, achieving 78.8 % of the plan and up 20.7% over the same period.
2.2.2. Market price:
Price index of September 2010 compared to August 2010 went up 0.59% and 5.67% compared to December 2009
Gold and USD index: in September 2010, gold price rose 3.57% compared to the previous month and rose 4.17% compared to December 2009; USD price went up 1.67% compared to the previous month and rose 1.1% compared to December 2009
2.1.3. Post and Telecommunications
Revenues of this sector in the first nine months is some 1701 bill. Dongs, gaining 87.2% of the plan.
Rate of local population using telephones in September is 123 pieces over 100 people
Rate of local population having access to the internet in September is 20.4%
2.1.4. Finance:
Budget revenues: total budget revenues in the first nine months is 14,024.4 bill. Dongs, getting 97% compared to the estimate and up 42% compared to the same period including 7780 bill.dongs gained from domestic revenues, getting 88% of the plan, rising 39% over the same period.
Budget expenditure: total local budget expenditure in the first nine months is 4664.97 bill. dongs, getting 73% compared to the estimate or 81% over the same period.
2.1.5. Banking activities:
Capital source: local mobilized capital till September 30, 2010 is estimated at 45,314 bill. dongs, up 14.5% compared to December 31, 2009. This capital includes 28,408 bill. dongs from savings, (accounting for 62.7% of the total capital, up 30.9% compared to December 31, 2009) and 16,906 bill. dongs from economic organizations (accounting for 37.3% of the total capital, or 94.5% compared to December 31, 2009)
Outstanding loans: the total outstanding by late September 2010 is estimated 42,239 bill.dongs, up 14.8% compared to December 31, 2009. Specifically, short-term outstanding is 28,143 bill. Dongs, up 11.9%; medium and long-term outstanding is 14,096 bill. dongs (accounting for 33.4% of the total outstanding, up 20.9% compared to December 31, 2009)
2.2 Export – import:
Export: export turnover in the first nine months is US$ 5.3 billion, gaining 75.4% of the plan, up 25.5% over the same period, including the turnover gained from:
Central enterprises: US$ 129 million, achieving 80.6% of the plan, up 12.2% over the same period
Local enterprises: US$ 305 million, achieving 78% of the plan, up 15.8% over the same period. Their local key exports are coffee (24.6 thousand metric tons, up 12.2% over the same period), honey (2.55 thousand metric tons, up 17.5% ), garment (US$ 25.9 million, up 7%) and footwear (US$ 21.69 million, up 15.1%).
Foreign invested enterprises: US$ 4876 million (75.1% of the plan, up 26.6% against the same period).
3. Transportation:
Freight volume and freight volume traffic in the first nine months is estimated at 20.858 million metric tons and 1527.296 million metric tons per kilometer, rising 5.4% and 5.6% over the same period respectively, including: 208.3 thousand metric tons and 8511 thousand metric tons per kilometer from state transportation (up 3.1% and 3.4% respectively); 20,650 thousand metric tons and 1518,785 thousand metric tons per kilometer from non-state transportation (up 5.4% and 5.6% respectively).
Freight volume passing through Dong Nai Port is estimated, in the first nine months, at 2356.9 thousand metric tons, going up 4.8% against the same period.
Passenger volume and passenger volume traffic in the first nine months is estimated at 40.515 million persons and 2351.976 million persons per kilometer, increasing 8.1% and 8.5% respectively, including: 5,346 thousand persons and 186,890 thousand persons per km from state passenger transportation, up 2.3% and 2.5% respectively; 31,169.8 thousand persons and 2165,016 thousand persons per kilometer from non-state passenger transportation, increasing 9% and 9.1% respectively.
4. Development investment:
Total capital for investment and construction in the first nine months is around 23,304.4 bill. dongs, achieving 72.7% of the plan, up 21.9% over the same period, including:
Investment capital managed by local authority:
Around 12,054.4 bill. dongs, achieving 79.1% of the plan, up 15.1% over the same period.
Investment capital managed by central authority:
Around 1392 bill. dongs, achieving 83.9% of the plan, up 11.6% over the same period.
Foreign investment capital:
Around 9867 bill. dongs, achieving 65% of the plan, up 31.1% over the same period.
4.1/ Investment capital from the province’s budget: the plan for investment and construction assigned by the provincial people’s committee in the beginning of 2010 is 930.341 bill.dongs. The volume done in the first nine months is estimated at around 669.846 bill. dongs, achieving 72% of the plan, of which 623.328bill.dongs are disbursed, gaining some 67% of the plan.
4.2/ Investment capital allocated to district level authorities:
Total capital allocated to district level authorities for investment in 2010 is 1,119.63 bill.dongs. The volume done in the first nine months is estimated at around 799.737 bill. dongs, achieving 67% of the plan, of which 728.119 bill.dongs are disbursed, gaining some 61% of the plan.
4.3/ Capital from government bonds:
Pursuant to the direction from Ministry of Planning and Investment, the Province’s People Committee, in February, has determined the government bonds for health care projects at provincial and district levels at 81 bill.dongs in value, of which 60 bill.dongs has been disbursed in the first nine months, gaining 74% of the plan.
5. Foreign investment attraction: the total newly registered and increasing capital, from the beginning of the year to September 20 2010, is US$ 805.3, achieving 53.7 percent of the plan, up 5.1% over the same period.
Up to September 20 2010, there are 978 valid licenses whose registered capital is US$ 17.98 billion
Up to this time, 30 izs have been established with the total area of 9573.8ha, of which 3719ha out of 6338ha for lease has been leased, gaining 58.7% of the area for lease
6. Domestic Capital Attraction:
Total domestic investment capital via investment certificates is, in the first nine months, 28,500 bill. dongs (29 projects), achieving 55.3 percent over the same period, up 14% of the plan. Up to September 20 2010, there are 251 domestic investment certificates whose registered capital is 135, 666.4 bill. dongs.
7. Development of state enterprises:
Total capital registered from state business sectors, in the first nine months, is estimated at 15,500 bill. dongs (including the newly and increasing registered one), gaining 40.9 percent of the plan, up 34.8 percent against the same period. These enterprises include 1600 newly established ones, (up 6.7 percent compared to the plan, 99.3 percent as much as the same period with the total registered capital of 8500 bill. dongs and 400 turns of enterprises whose supplement capital is 7000 bill. dongs)
Up to this time, there are 11,600 state enterprises in the province with the total registered capital of over 86,500 bill. dongs (including supplement registered capital)
8. Management of land, natural resources and environment:
Up to September 2010, the province has issued 541,962 land use right certificates (around 1,137,107 lots), gaining 92.5% compared to the total lots needing issuing with the total area of 410,200ha (getting 89.4% of the area)
9. Science and Technology Activities:
Organize acceptance tests for 9 papers and transfer
and apply them to daily life and production; hold pre-acceptance tests for 9
papers; verify 52 papers;
10. Public health activities:
Carry out National Target Programs:
+ Tuberculosis Control: 2757 new patients were found to come down with tuberculosis and 90 percent of the patients have been successfully cured
+ Leprosy control: the rate of this disease is below 0.1/10,000; 13 patients were found to come down with leprosy
+ Free vaccination: 37,186 children were provided with free full vaccination, among which 33,802 children were vaccinated against Hepatitis B
+ Dengue fever control: the disease showed itself complicated so the health care sector has promoted dissemination about how to prevent and control it among community and mobilize all people together fight against this threat; 1850 cases were found affected with the fever, down 42.5 percent over the same period
+ Malaria control: there were 223 malaria patients, dropping 39.8 percent against the same period. There was 2 malignant cases, and one death was recorded
+ Check-ups and treatment: there were 4,221,996 turns of medical check-ups
+ 2 cases affected with H1N1 were recorded in the first nine months
11/ Social welfares and policies:
In the first nine months, 75,396 people were provided with jobs, gaining 88.7 percent of the plan and up 1% over the same period. Among them, 73,810 people had jobs via socio-economic programs including 41,352 people were sent to enterprises; 1543 people were given financial aid to earn a living; 43 people were sent abroad for labor export
Poverty reduction: 7000 turns of households were given preferential loans worth at VND83 billion, gaining 87.5% of the plan in terms of numbers of households and 83% in terms of the money
12/ External Affairs:
151 delegations with 585 individuals went on business or traveled for personal purposes
44 foreign delegations paid working visit to the province
Do duties on management of passports and those going abroad as assigned
II. Other tasks:
Economic stimulus package of the Government:
Up to August 31, 2010, the outstanding loans to support medium and long term loans in accordance with 443/QD-TTg of April 04, 2009, is 701.3 bill.dongs. the interest rate support to loans is 28.7 bill.dongs
Up to August 31, 2010, the outstanding loans for procurement of machine, equipments, materials to serve agricultural production and materials for building dwelling houses in rural areas in accordance with 497/QD-TTg of April 17, 2009, is 3.6 bill.dongs. The interest rate support to loans is 454 million dongs
Up to August 31, 2010, the outstanding loans to support medium and long term loans in accordance with 2072/QD-TTg of December 11, 2009, is 136.6 bill.dongs. The interest rate support to loans is 960.4 million dongs
Up to August 31, 2010, the outstanding loans for procurement of machine, equipments, materials to serve agricultural production and materials for building dwelling houses in rural areas in accordance with 2213/QD-TTg of December 31 2009, is 10.7 bill.dongs. The interest rate support to loans is 45 million dongs
