Reporting the first nine months’ socio-economic situation to the Prime Minister, Chairman of Dong Nai People’s Committee – Vo Van Mot said that Dong Nai has sustained 8% economic growth: industrial growth – over 8%, foreign investment attraction – more than US$700 million, export turnover – more than US$4.5 billion due to the impact of the global economic downturn. It is expected the 2009’s growth rate is over 9% and it is a necessity to obtain 12% growth in 2010. Dong Nai submitted six proposals to the Prime Minister: support loans for Hoa An bridge construction project, the building of a bio-tech and high-tech park, the extension of the administrative border of Bien Hoa city to Long Thanh, the conversion of Bien Hoa 1 Industrial Park into a commercial urban area, the projects of bridges and roads from district 9 in Ho Chi Minh City to Nhon Trach and government-funded loans to invest in the infrastructure of resettlement areas.

Prime Minister Nguyen Tan Dung makes a speech at the meeting

Addressing the meeting, Prime Minister Nguyen Tan Dung highly appreciated the efforts Dong Nai Party Committee and People have made over the first nine months of 2009 and stated that Dong Nai has followed the guidelines on how to curb inflation and fight against economic recession effectively. Dung said that the world economy is showing recovery signs and Vietnam economy is displaying optimistic signs, too. In this spirit, Dong Nai is required to make more attempts to achieve 9% growth rate in 2009 with the intention of creating a momentum for higher growth in 2010 and the later years. Dung reminded that Dong Nai must know what its strong points are and how to develop them most efficiently. In terms of investment attraction and environmental protection, Dung said that Dong Nai should avoid attracting massive investment, but choose the projects that are clean, use high technology and skilled labor force in order that hi-tech or industrial added value products will be made. Simultaneously, Dung added that Dong Nai should accelerate the building of wastewater treatment plants in industrial parks, build a waste treatment plant instead of burying wastes and focus on service sector, especially first-class services with a high added value.

However, Prime Minister Nguyen Tan Dung emphasized that Dong Nai’s labor structure is changing in a way that does not correspond with its economic structure. Particularly, agricultural laborers in rural areas account for more than 50% whereas agricultural structure makes up more than 8% of Dong Nai’s economic structure only. Dung proposed that Dong Nai pay attention to training workers and high quality labor force corresponding with Dong Nai socio-economic growth, enhance State-management efficiency and have a good planning. At the meeting, Prime Minister agreed to some of Dong Nai’s proposals in principle.

On behalf of Dong Nai leadership, Mr. Tran Dinh Thanh – Secretary of Dong Nai Party Committee asserted that Dong Nai Party and People would try their best to reach the set targets and keep making Dong Nai the leading province in maintaining economic growth and social security nation-wide.
