Speaking at a seminar on "Organization of Investment, financing mechanisms and policies to support technological innovation" by the Ministry of Science - Technology (MOST) and the People's Committee of Dong Nai Province recently co-organized, Deputy Chairman Nguyen Phu Cuong emphasized, Dong Nai has actively supported to renew Science - Technology.​

Efforts to increase competitive advantage

Every year, this sector generated more than half a million new jobs, 51% use social workers and contributes over 40% of GDP. If organizations implement technology innovation strategy, it will be the success stories of many businesses in the country, especially in the key economic regions in the south. Deputy Director of Department of Science and Technology Huynh Minh Hau said, every year, the Department of Science and Technology advises the PPC to implement effectively Science-Technology support model under the 50% - 70% structure. Specifically, with the science-technology theme, project are feasible in the field of education, health, security - defense performing by the DPC and sector, the Department of Science and Technology will support districts and sectors 70 % of funding, while 30% is the budget of district and agencies. As for the topics, areas under other sectors, DOST is also supported by 50% and the rest is the district budget. Focusing on effective models
Deputy Minister Tran Viet Thanh said that the State management activities in the field of science and technology to support technological innovation still revealed many shortcomings and difficulties. Policies supporting innovative enterprises, technological innovation is not really attractive and doesn’t have enough legal basis to promote, compelling enterprises to participate ... so enterprise access to funds is difficult. In addition, investment funds for Science-Technology are scattered and lack of concentration; policies promoting research activities is limited.
According to Dr. Nguyen Huu Cuong, National Agency for Technology Entrepreneurship and Commercialization development, the backwardness in technology and techniques have been creating unstable and low products, limiting the ability to compete on price (the domestic product price are often higher than imported products from 20 to 40%). One of the important factors for technological innovation is Science-Technology human resources. According to recent survey data, indicating significant resources accounted for only 7.24% of labor force, which has 71.9% university degree, 26.9% college, 0.9% master, doctoral degree is 0.14%.
According to Dr. Nguyen Huu Cuong, today the technology transfer is performed in two main forms: through joint ventures with foreign enterprises and enterprises with 100% foreign capital (FDI) accounted for 90% and through the technology sales on market accounted for only about 10%. However, many technological contracts comply with the first form is only focused on the exploitation of cheap labor, low land prices, energy consumption and avoid environmental standards in the countries of investment, by technological content that is transferred is low, mainly the final stages in the value chain.
For investment organization, financial mechanisms and policies to support technological innovation to be effective, should conduct the review, accurately classify the current state of the technology of enterprise, consider the needs of technology innovation of sectors, field of producing goods with national competitive advantage, such as agriculture, manufacturing support industries. Should apply the model of parent company, subsidiary of technology innovation processes in enterprises especially SMEs, auxiliary enterprises, forming the research organizations and enterprises in the science and technology system in parent company, subsidiary.
Affirming the role of authority, Deputy Minister Tran Viet Thanh said that, in recent years, many mechanisms and institutions, fiscal and investment policies to support technological innovation has been issued as: Construction hi-tech zones in agriculture and industry; the program supports businesses improve their competitiveness with tax incentives for businesses operating in the field of Science-Technology. To resolve these difficulties, the Ministry will continue to support in the coming period, the implementation of funding for the Science-Technology mission through development of science and technology fund; policies to support enterprises to technological innovation; the difficulties and problems of local authorities in the implementation of development programs should continue Science-Technology be reviewed and removed to put science and technology roadmaps in general, technological innovation in particular really effectively towards eliminating the ask – given mechanisms, focus on the business, the real effective models, avoid spreading and wasting.
