DIZA has a transparent administrative system

Dong Nai Industrial Zones Authority (DIZA) is Vietnam’s first state-run organization to adopt a one-door policy. Mr. Vo Thanh Lap, Deputy Head of DIZA, unveils that the purpose of applying this policy is to diminish and then to remove obstacles of its public managements in granting investment licenses, import-export licenses, recruitment, etc.

 “The practical way to implement one-door policy is to bring administrative formalities to enterprises. This is also a best way to realize our commitments”, said Mrs.  Dang Thi Kim Nguye, head of DIZA and vice chairwoman of provincial People’s Committee.

Since the implementation of this policy in 2003, all dossiers of enterprises have been concentrated and then sent to receiving and handling division. Apart from granting licenses, this division also has the function to listen to any complaints from enterprises and then quickly finds solutions to their problems. To gain these achievements, DIZA has built its management system basing on the ISO 9001-2000 Standard. Thanks to this management system, all administrative formalities have been publicized so that investors find it easy to complete these procedures. As a result, DIZA has been praised by many investors for its transparent administrative system.

Presently, most of dossiers applying for export plans of enterprises have been handled within 3 days (According to the regulations, an approval of an export plan of an enterprise will be granted within 15 days). 50% of FDI projects of all kinds has been granted investment license within 3 days.

The administrative reform has played a significant role in the success of DIZA. More and more domestic and foreign investors have come to the province over the past years. Dong Nai has lured $2,909 million of FDI capital and surpassed the target of 164 per cent during the period 2001-2005. This has so far helped create jobs for 204,000 labors.
