Collect suggestions for project to develop industry in the province from 2006 to 2010

In the afternoon of November 6, provincial People’s Committee had a working session with Department of Industry and relevant departments so as to collect suggestions for project to develop industry in the province from 2006 to 2010. Vice chairman of provincial People’s Committee Dinh Quoc Thai presided over the meeting.

Project to develop key industries is one of twevle core socio-economic projects of the province in the period from 2006 to 2010. The project is drafted by Department of Industry in the mid of 2006 and sent to relevant departments. 5 of 7 departments have offered many suggestions for draft project and the Department of Industry has amended it basing on these suggestions. However, there are many divergent opinions on criteria to define major industries, list of goods, measures to support major industries to develop. Some industries in the list of 15 industries mentioned in the project can not be defined as the major industries in the new period such as construction material, garment, and footwear. Although these industries have played key roles in providing jobs and supplying material for other industries, it is estimated that they will not be suitable for development plans in the new period. Thus, is it logical to define these industries as major industries in the next five to 10 years? As for assistant policies, they jus focus on support capital but they do not concentrate on find out measures to enhance administrative system, investment environment, human resource training, taxation, etc so as to settle enterprises’ demand.

Speaking at the working session, Vice chairman of provincial People’s Committee Dinh Quoc Thai was not satisfied with the ways relevant departments and agencies contributed their suggestions to the draft project. Some departments and agencies had not carefully studied the project and sent unsuitable representatives to take part in this working session. Therefore, the result of the working session was beyond expectation. The vice chairman suggested that Department of Industry should carefully filter out suggestions which are not suitable for the project as well as should follow best suggestions so as to perfect the project before submitting it to provincial People’s Committee for approving. He also reminded that the project should be perfect in line with the regulations of WTO once Vietnam was admitted as member of WTO.
