One of contents paid attention to discuss at the 14th Provincial Party Organization’s Executive Committee Assembly was to come up with a solution to increase economic growth of 2014.
3 solutions for economic growth in 2014 have been raised at the meeting. Among the three solutions, the first shows a low growth rate but high feasibility (GDP growth rate of 10-11%); the second which is characterized by an average growth rate (GDP growth rate of 11-12%) is suitable in current economic situation; the third promising high economic growth rate in 2014 (GDP growth rate of 12-13%) is the most difficult to implement but closely follows the target established in Revolution of the 9th Provincial Party Organization Meeting.
* The growth rate of 11-12% is appropriate
According to the analysis of Provincial Committee Standing Board, although the first solution has high feasibility, it does not match the potential and fails to express the effort of the province. The third one helps to fulfill the target of the Revolution; however, to implement this solution successfully needs some essential conditions such as the global economy recovers quickly, national macro economy is stable, additional mechanisms and policies are issued on time and have significant effect on promoting economic development, etc. In fact, it is difficult for localities to create conditions actively so that the feasibility of this solution is not high. Meanwhile, the second solution is built on the basis of which the global economy is gradually stabilized, national economy recovers and achieves the expected growth rate. This is the solution with average growth rate and suitable for the current situation as well as forecasts in 2014.
From that analysis and based on the current situation and development of the province in the following time as well, the meeting has come up with the solution 2. Accordingly, the detailed targets in 2014 includes providing 62% of labor with training, reducing poor household rate to under 1% according to the provincial poverty line, creating new jobs for 90,000 employees, collecting and treating 100% of medical waste, collecting 100% and treating over 85% of hazardous wastes, collecting and treating 97% of solid living waste and non-hazardous industrial waste, 100% of existing industrial zones facilitating centralized sewage treatment station meeting environmental standard, equipping environmental monitoring and observation station in 100% of industrial zones covering over 50% of the province area, developing new Party members accounting for 7 – 8% of the total new members at the end of 2013, solving completely over 95% of claims and denunciations to Party members and Party organizations depending on respective competency, improving to reduce the rate of party members violating principle and being disciplined by 0,01-0,02% at the end of 2014.
* Expectation to fulfill many targets
Among above targets, only few as collecting and treating solid living waste, reducing number of poor households, etc. drew attention of some participants. Mr. Nguyen Van Duoc, Long Thanh District Party’s Secrectary, shared that some districts remain 2-3% of poor households and many in poverty threshold so that it is quite difficult to reduce the number of provincial poor households to under 1% in 2004.
However, Ms. Le Thi My Phuong, Director of Department of Labour – Invalids and Social affairs, affirmed that it is possible to reduce the number of poor households to under 1% at the end of 2014. Currently, Dong Nai province has decreased 1.5% of poor households per year; hence, by the end of 2013, this rate of the whole province remains 3.23%. Ms. Le Thi My Phuong also said that in 2014, the proposal for provincial poverty line increase will be submitted to adapt to current situation of locality and if it is approved, the effect will take from 2015.
In opinion of Mr. Vo Van Chanh - Vice chairman of Provincial People’s Committee - currently, 2,216 ton of waste is collected per day in the province (equal to 91%). Living waste is properly and fully collected in Bien Hoa City and some urban areas but in remote areas such as Cam My, Thong Nhat, Xuan Loc districts, etc., only 50% of living waste is handled due to the lack of collection system. Besides, the province also removed 22 temporary landfills and there remain 25 others to deal with in upcoming time. In short time, those in Long Khanh downtown, Trang Bom and Long Thanh etc. need to be put on priority to execute. Thanks to imported machines and equipment used in waste treatment around the locality, as Mr. Vo Van Chanh said, this target in the proposal would be certainly fulfilled.
Mr. Nguyen Thanh Tri, Vice Chairman of Provincial People’s Committee, said that there should be a part of forecast on spirit, emotion and lifestyle in society and people in the proposal of some major targets, tasks and solutions in 2014 in order to find out a comprehensive solution covering all aspects of life. Moreover, the solution to promote the role of culture also should be included. According to Mr. Nguyen Thanh Tri, it’s better to understand culture with a broad meaning, including education, health care, moral, lifestyle and poverty reduction. 2014 is regarded as an important year to step up implementation for achieving Revolution of Communist Party Assembly at all levels successfully and is the year to perform a series of resolutions relating to policy so that it is very necessary to promote and add more solutions relating to policy.
